Notice on Carrying out the Filing of Provincial Technology Transfer Service Institutions in 2019 and the Application for Financial Subsidies in 2018

Science and Technology Bureaus of Various Cities, Relevant Provincial Departments:

In order to cultivate and strengthen technology transfer service institutions (hereinafter referred to as "service institutions") in our province, promote the transfer and transformation of scientific and technological achievements, and in accordance with the "Management Measures for Subsidies for Supporting the Cultivation of Technology Transfer Service Institutions in Shandong Province" (Lukezi [2019] No. 54, hereinafter referred to as the "Management Measures"), it is decided to carry out the filing of provincial-level service institutions in 2019 and the application for funding subsidies in 2018. The relevant matters are hereby notified as follows:

1、 Declaration scope

Registered within the province (excluding Qingdao, the same below) for the purpose of promoting the transformation of scientific and technological achievements, engaging in intermediary, brokerage or agency activities to facilitate technology transactions with others and obtaining reasonable commissions, legally established legal entities or technology transfer specialized institutions within universities and research institutes.

2、 Declaration conditions

（1） Requirements for filing provincial service institutions:

1. Independent legal entities should have been registered within the province and specialize in providing technical trading services; Specialized institutions within universities and research institutes should have the ability to carry out technology transfer and transformation, and achieve significant results;

2. The business is in good condition. The income from technology transfer and transformation intermediary services of independent legal entities in the previous year shall not be less than 300000 yuan, and the transaction volume of technology transactions shall not be less than 5 million yuan; Specialized institutions within universities and research institutes have facilitated technology transactions with a turnover of no less than 5 million yuan in the previous year, and have facilitated the transfer and transformation of more than 5 scientific and technological achievements;

3. Good reputation.

（2） Requirements for applying for subsidy funds:

1, in line with the provincial service agency filing conditions, and submit the 2019 provincial filing application materials;

2. The turnover of technology contracts promoted by service organizations to transform scientific and technological achievements in the province in 2018 is above 10 million yuan.

3、 Application materials

(I) filing application materials:

1, the provincial service institutions for the record application form, to carry out technology transfer and achievement transformation activities report;

2. A copy of the legal person certificate of the institution or the approval document of the internal specialized agency, a copy of the ID card of the legal representative of the institution or the person in charge of the internal specialized agency, and a copy of the business license;

3. A copy of the technology contract recognized and registered by the technology contract recognition and registration authority in 2018, a copy of the technology contract recognition and registration certificate, a copy of the transaction invoice and financial voucher corresponding to the technology contract;

4. Relevant materials proving that the service organization has facilitated the technical transaction, including a copy of the intermediary service contract signed by one or both parties of the technical transaction corresponding to the technical contract, a copy of the transaction invoice and financial certificate corresponding to the intermediary service contract, etc.

(II) subsidy funds application materials:

1. Application report for subsidy funds;

2. Relevant certification materials. (Refer to Articles 3 and 4 of the filing application materials)

4、 Job requirements

1. All service agencies are requested to submit application materials and relevant certification materials to the municipal (district) science and technology bureau or provincial competent department before July 8, 2019. The application materials for filing and subsidy funds shall be made in duplicate and bound into a book (photocopies are sufficient) in accordance with the requirements and order of various conditions, and the original relevant materials shall be submitted when the service organization determines the subsidy funds through filing and examination. Among them, the transaction invoice and financial documents must be one-to-one with the technical contract or intermediary service contract, and bound after the corresponding contract.

2. The newly revised "Administrative Measures" adjusted the filing conditions of provincial service agencies and implemented dynamic management of provincial service agencies. The provincial service agencies for filing in 2017-2018 are requested to re-submit the application materials and relevant certification materials to the science and technology bureau of the city (divided into districts) or the provincial competent department in accordance with the "Administrative Measures", and the provincial science and technology department will review and file according to the procedures.

3. The municipal science and technology bureaus and relevant provincial departments are requested to strictly review the application materials, recommend qualified service agencies to be included in the provincial filing scope according to regulations, and recommend provincial service agencies with outstanding performance to receive subsidy funds, and before July 12, 2019, The recommendation opinions and service agency summary table are stamped with the official seal of the unit, and the application materials of each service agency are submitted to the Provincial Department of Science and Technology, and will not be accepted within the time limit.

4. In order to better provide business guidance and services for provincial service agencies, the Provincial Science and Technology Department will provide a service platform for the transformation of scientific and technological achievements in Shandong Province (website:https://www.sdjssc.com) Develop the "Shandong Province Technology Transfer Service Organization Filing System" and organize online registration and filing through provincial service organizations for filing.
