On June 24, 2019, the kickoff meeting for the research and preparation of the National Medium - and Long Term Science and Technology Development Plan for 2021-2035 was held at the Ministry of Science and Technology. The main task of the meeting is to thoroughly implement General Secretary Xi Jinping's important discourse and instructions on scientific and technological innovation, and to study and deploy the work of promoting the research and formulation of the national medium - and long-term scientific and technological development plan for 2021-2035. The meeting was chaired by Wang Zhigang, Secretary of the Party Group and Minister of the Ministry of Science and Technology. Vice Minister of Education Zhong Denghua, Vice Minister of Industry and Information Technology Wang Zhijun, Vice President of the Chinese Academy of Sciences Zhang Tao, Vice Chairman of the China Association for Science and Technology Meng Qinghai, Deputy Secretary General of the Development and Reform Commission Ren Zhiwu, and Deputy Director of the Natural Science Foundation Gao Ruiping attended the meeting. Minister Wang Zhigang has put forward requirements for advancing the next planning work. Firstly, we must carefully understand the important instructions of General Secretary Xi Jinping on formulating the national medium and long-term science and technology development plan, and fully recognize the significant significance of studying and formulating the medium and long-term science and technology plan from the perspective of national development and enhancing international competitiveness. The second is to grasp the characteristics of world development, Chinese characteristics, and the stage characteristics of the new era, with capacity building as the core, to form the overall ideas, development goals, main tasks, and major measures for China's scientific and technological innovation in the next 15 years. Thirdly, we must adhere to problem oriented, goal oriented, and demand oriented approaches, focus on major national needs, and promote the integration of scientific and technological innovation strategies into the overall development of the country. The fourth is to grasp the permeability, diffusion, subversion, and uncertainty of technology, strengthen the analysis and judgment of cutting-edge trends and paradigm changes in technological innovation, and enhance the overall deployment of basic research, applied basic research, and technological innovation. The fifth is to strengthen departmental coordination, widely gather consensus, jointly plan the national medium - and long-term scientific and technological development plan, grasp the time node, and accelerate the progress of various work.
Director Xu Si of the Strategic Planning Department of the Ministry of Science and Technology introduced the background, positioning, ideas, key tasks, working mechanism, and strategic research topics of this plan. The representatives of the attending departments highly recognized the work plan and put forward opinions and suggestions on strengthening the analysis of cutting-edge technological trends, enhancing basic research and talent cultivation, deepening the integration of technology and education, deepening the integration of technology and economy, improving the policy and legal system, condensing and absorbing the needs of industry departments, and expanding the representation of research experts to do a good job in planning and research preparation.
