Notice on Organizing and Implementing the 8th China Innovation and Entrepreneurship Competition (Shandong Division) and the 2019 Shandong Province Small and Medium sized Enterprises Innovation Competition Action Plan
Science and Technology Bureaus of Various Cities, High tech Zones at or above the Provincial Level:
In order to organize the registration for the 8th China Innovation and Entrepreneurship Competition (Shandong Division) and the 2019 Shandong Province Small and Medium sized Enterprises Innovation Competition Action Plan (hereinafter referred to as the "2019 Action Plan"), the relevant matters are hereby notified as follows:
1、 Competitive fields and subjects
The "2019 Action Plan" sets up eight technical fields, including electronic information, new materials, new energy and energy conservation and environmental protection, biomedicine, advanced manufacturing, Internet, modern agriculture, marine science and technology. In order to further accelerate the integration and development of the artificial intelligence industry and the real economy in our province, and attract excellent artificial intelligence technology achievements to land in Shandong, we have established an artificial intelligence direction in the field of electronic information technology.
Establish enterprise groups and team groups, with enterprise groups divided into two categories: emerging enterprises and elite enterprises.
1. Enterprise Group
Registered in Shandong Province (excluding Qingdao), recognized by the state as a technology-based small and medium-sized enterprise with innovation capability and high growth potential, mainly engaged in high-tech product research and development, manufacturing, services and other businesses, with standardized operation, no intellectual property disputes, good social reputation, no bad records, and no major safety or quality accidents, serious environmental violations, or serious scientific research dishonesty in the previous year or the current year.
The sales revenue of emerging enterprises in 2018 shall not exceed RMB 50 million. Elite enterprises had sales exceeding RMB 50 million in 2018, but not exceeding RMB 200 million.
Projects supported by the provincial key research and development plan can participate in the "action plan", and projects with support funds exceeding the "action plan" will no longer receive financial support.
2.团队组
在申报阶段尚未注册成立企业的、拥有科技创新成果和创业计划的省内外创业团队（如海外留学回国创业人员、进入创业实施阶段的优秀科技人员团队、大学生创业团队等），核心团队成员不少于3人；无知识产权纠纷，无不良记录。
二、进度安排
1.报名审核
参与企业和团队在“行动计划”官方网站（https://cloud.sdstc.gov.cn/stads/）报名注册，各市科技局负责组织对报名企业和团队资料进行审核推荐，报名截止时间为2019年6月20日，审核推荐截止时间为2019年6月24日。
2.网上初选和现场晋级
网上初选。各竞技领域承办单位从山东省专家库抽取相关领域专家，集中组织进行网上初选。
现场晋级。各竞技领域承办单位组织本领域晋级企业（团队）按“7分钟路演+3分钟答辩”的方式进行现场竞技。
网上初选和现场晋级时间为2019年6月26日-8月11日。
3.公示公告
“2019年行动计划”组委会在官方网站上公示各竞技领域现场晋级胜出的企业和团队。
4.推荐国赛
省科技厅根据中国创新创业大赛组委会办公室分配的名额，提出推荐入围全国行业总决赛的企业名单。
3、 Regarding requirements
1.精心组织，广泛动员
各市要把“2019年行动计划”作为推动本市创新发展的重要举措，扎实开展。认真做好宣传和发动工作，积极发挥各级科技管理部门、科技园区、科技企业孵化器、众创空间、有关行业协会、产业技术创新战略联盟等机构和平台的作用，广泛组织企业和团队报名参加。报名期间各市科技局、高新区应举行专题培训宣讲、专家论坛、模拟路演等活动，分区域面向企业、团队宣传,对商业计划书和路演答辩准备等内容进行培训,针对模拟路演中存在的问题进行专项辅导点评。“2019年行动计划”实施方案另行印发，活动不向竞技企业和团队收取任何费用。
2.统筹资源，加大支持
统筹发挥好政府引导作用和市场主导作用，充分利用“行动计划”平台，聚集天使投资、创业投资机构、担保机构、保险机构、银行业金融机构、知识产权服务等各类资源与参加活动的企业（团队）对接合作，为竞技企业（团队）提供更多的政策支持和配套措施，营造区域创新创业氛围，提升企业自主创新能力，吸引优秀项目落地。
3.动态跟踪，强化服务
各市要建立对“行动计划”优秀企业（团队）动态跟踪和服务机制。各市科技局负责对本市优秀企业（团队）动态信息进行跟踪分析，关注和支持企业（团队）成长发展。省科技厅将定期调度“行动计划”优秀企业（团队）动态信息，研究提出支持方案。
