Notice from the National Development and Reform Commission on Lowering General Industrial and Commercial Electricity Prices

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps Development and Reform Commission (Price Bureau), State Grid Corporation of China, Southern Power Grid Corporation of China, Inner Mongolia Electric Power (Group) Co., Ltd.:
In order to implement the requirement of the Government Work Report to further reduce the average electricity price for general industry and commerce by 10%, the following notice is hereby issued regarding the second batch of measures to reduce the electricity price for general industry and commerce.
1、 Clearly define the main price reduction measures
（1） The price reduction space formed by the 50% reduction in the collection standard of major water conservancy project construction funds (excluding market-oriented trading electricity) will be used entirely to reduce general industrial and commercial electricity prices.
（2） Appropriately extend the depreciation period of fixed assets in power grid enterprises and reduce the average depreciation rate of fixed assets by 0.5 percentage points; After the reduction of the value-added tax rate and the average depreciation rate of fixed assets, the re evaluated transmission prices for cross provincial and cross regional special projects are detailed in the attachment. The price reduction space formed by the special project price reduction is allocated between the sending and receiving provinces in a 1:1 ratio (the price reduction space formed by the point-to-point network project price reduction that has no physical connection with the sending province is used by the receiving province). The price reduction space formed by the above measures is entirely used to lower the general commercial and industrial electricity prices.
（3） Due to the reduction of the value-added tax rate to 13%, the price reduction space formed by non market traded electricity of domestic hydropower enterprises and non market traded electricity of cross provincial and cross regional hydropower and nuclear power enterprises (excluding third-generation nuclear power units) will all be used to reduce general industrial and commercial electricity prices. Among them, the large-scale hydropower and nuclear power plants that were previously issued with clear grid electricity prices by our commission will have their grid electricity prices calculated by the provincial price regulatory department of the receiving province, taking into account the factor of reducing the value-added tax rate. After filing with our commission (price department), they will be announced and implemented.
（4） Actively expanding the scale of general industrial and commercial users participating in electricity market-oriented transactions, and further reducing electricity costs through market mechanisms.
二、抓紧发布第二批降价政策text件
各省（区、市）价格主管部门要抓紧研究提出利用上述降价空间相应降低当地一般工商业电价的具体方案，按照程序于5月底前发文，于7月1日正式实施，同时报我委（价格司）备案。此外，相应降低各省（区、市）一般工商业输配电价水平。
3、 Other requirements
各省（区、市）价格主管部门、电网企业要统筹谋划、精心组织，确保上述降电价政策平稳实施。要认真清理规范商业综合体、产业园区、写字楼等转供电环节不合理收费、不及时传导等问题，切实将降低一般工商业电价政策红利传导至终端用户。同时，主动加强政策宣传，准确解读国家将一般工商业电价平均降低10%的措施，积极宣传取得的成效，营造良好的舆论氛围。
