Notice on Organizing the Formal Application for the 2019 Shandong Province Key Research and Development Plan (Major Science and Technology Innovation Project) Project

Each competent department and project application unit:

According to the requirements of the management procedures for major scientific and technological innovation projects, we are now organizing the formal declaration of projects that have been put into storage. The relevant matters are notified as follows:

1、 Project scope

Major scientific and technological innovation projects included in the 2019 database. Each declaring unit and competent department can access the technology cloud platform (login website: https://cloud.sdstc.gov.cn/uc/login/login.htm ）Log in to the original pre declaration account to check the project's inventory status.

2、 Declaration Procedure

1. The person in charge of the inbound project logs in to the original pre application account on the technology cloud platform to fill out the project application form online. After submitting it to the unit management account for review, it is reviewed by the competent departments at all levels and finally approved by the first level competent department before being submitted to the Provincial Department of Science and Technology.

After being reviewed and approved by the first level supervisory department, the project application unit downloads and prints the project application materials on the Science and Technology Cloud platform, binds them into a book with an official seal, and submits them to the Provincial Department of Science and Technology by mail or delivery.

3、 Precautions

Due to the current upgrade of the application information system, it is expected to officially open at 9:00 am on May 16th. Please prepare the formal application materials according to the application template in the attachment for each incoming project. After the system is opened, please complete the online application of the project according to the system requirements. We apologize for any inconvenience caused.

2. The formal application materials are a refinement of the pre application materials for the previous project, and the basic information and core content should be consistent with the pre application materials submitted earlier. The project name, direction, application and cooperation units, responsible persons, etc. are not allowed to be modified; The research content and innovation points of the project are not allowed to be reduced or significantly adjusted, but need to be further refined. If there is an increase in research content, an explanation should be provided; The problems and indicators solved by the project cannot be reduced or lowered, and can be further refined; The main participants can be supplemented appropriately according to the actual situation of the project.

3. The project application unit shall be responsible for the authenticity of the indicators, data, and attachment materials involved in the application materials. The project management department is responsible for reviewing the application materials.

4. The online acceptance and review time for the project is from 9:00 on May 16, 2019 to 5:00 on May 24, 2019. At that time, the system will automatically close. Please reserve the review time in advance, and all applying units should strictly submit the application form according to the time specified by the competent department to avoid centralized uploading when the system is close to closure.

5.项目申报纸质材料（一式2份，一份正本，一份副本）请于5月27日17:00前邮寄或报送至省科技厅，邮寄以当地寄出邮戳时间为准，逾期不予受理。正本除在规定地方加盖公章的同时应加盖骑缝章。申报材料书脊处应注明项目名称、申报单位、主管部门。
