Notice on Organizing the Application for 2019 National Key Scientific Research Project Subsidies and Incentive Funds
To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and all relevant units:
In order to encourage enterprises and institutions in our province to actively undertake national science and technology major projects and national key research and development plans, motivate scientific researchers to continue to carry out major key technology breakthroughs, promote the transformation and industrialization of major scientific and technological achievements, and in accordance with the relevant provisions of the "Implementation Rules for the Management of National Key Scientific Research Project Subsidy Funds" and the "Implementation Rules for the Management of National Key Scientific Research Project Incentive Funds" (Lukezi [2019] No. 36) issued by the Provincial Department of Science and Technology, we now organize the application work for national key scientific research project subsidies and incentive funds in 2019. The relevant matters are notified as follows:
1、 Subsidy and reward recipients
Undertaking units for projects (topics) that have received approval for national science and technology major projects and national key research and development plans after January 1, 2018. The undertaking units include two types: leading units and participating units, and must be independent legal entities registered within Shandong Province.
2、 Subsidy and reward standards
（1） Subsidy standards。According to the actual amount of national key scientific research project funding received, 15% of the funding will be provided to the undertaking unit, and the funding amount for a single national key scientific research project shall not exceed 10 million yuan. The leading unit and participating units shall be separately accounted for and funded, and the accounting amount for the leading unit shall not include the portion transferred by the leading unit to participating units.
（2） Reward standards. According to the actual amount of funds allocated by the national key scientific research project, the reward amount for the undertaking unit shall be calculated. The leading unit shall be calculated and rewarded separately at a ratio of 5%, and the participating units shall be calculated and rewarded separately at a ratio of 3%. The maximum reward for a single national key scientific research project is 600000 yuan, and the total reward amount for the same undertaking unit shall not exceed 4 million yuan. The calculation amount for the leading unit does not include the transfer of funds from the leading unit to the participating units.
3、 Purpose of Funds
The subsidy funds are used for research, development, and achievement transformation related to national key scientific research projects. The reward funds are used to support research and development teams undertaking national key scientific research projects to conduct self selected project research and performance rewards.
4、 Regarding requirements
（一）申报。国家重点科研项目承担单位根据通知要求向市科技局或省直有关部门提出申请，并提交以下材料：
1.《国家重点科研项目补助和奖励资金申请表》（附件1）；
2.国家重点科研项目立项批文、项目合同书和任务书的复印件（承担单位为参与单位的，还应一并提供与牵头单位之间签订的与项目相关的合同或协议）；
3.国拨经费银行到账凭证复印件；
4.其他需提交的证明材料。
申报材料须用A4纸打印，胶装成册。申请补助和奖励的国家重点科研项目承担单位需对所提报的材料的真实性负责。
（二）审核。请各市科技局或省直有关单位认真履行主管部门审核职责，审核后须在申请表主管单位审核意见栏盖章确认。
（三）报送。主管部门填报汇总表（附件2），与申报材料（纸质版一式两份）一并函报省科技厅，申报材料和汇总表电子版同时发送到电子邮箱kjtzpc2018@126.com。中央驻鲁单位直接向省科技厅函报。报送截止日期为5月28日，逾期视为自动放弃。
