《意见》指出，要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，牢固树立和贯彻落实新发展理念，以供给侧结构性改革为主线，加快建设安全稳定、经济高效、绿色低碳的道路货运服务体系，促进道路货运行业高质量发展。《意见》聚焦当前道路货运行业发展面临的突出问题，从5个方面部署了14项重点工作任务。

Facilitating the passage of freight vehicles and providing convenient passage for new energy city distribution vehicles that meet standards. Except for special areas, pure electric light trucks shall not be restricted in principle.
The second is to promote the continuous transformation of old and new kinetic energy.Accelerate the innovation of transportation organization models, guide industry associations and enterprise alliances to study and promote trailer exchange standard protocols. Promote large-scale and intensive development, with a focus on cold chain logistics, less than truckload freight, and carless transportation, and accelerate the cultivation of leading and backbone demonstration enterprises in road freight transportation. Encourage and standardize the development of the new business type of "Internet plus", and improve the online and offline integrated service capability.
The third is to accelerate the upgrading and transformation of vehicle equipment.Actively and prudently phasing out old diesel trucks, encouraging localities to set targets and implementation plans for the early phasing out and updating of operating diesel and gas vehicles. Promote the application of advanced freight vehicle models and actively promote the standardization of freight vehicle models. Strengthen the governance of overloaded trucks, clarify and publicize the joint law enforcement mode of overloaded detection stations in various regions, and accelerate the sharing of vehicle information and law enforcement information.
The fourth is to improve the working environment of the freight market.加强从业人员职业教育培训，推进落实普通货运驾驶员线上线下及异地从业考试，2019年实现普通货运驾驶员从业资格证诚信考核网上办理。鼓励道路货运企业组织开展货车司机继续教育，支持地方为转岗货车司机提供再就业培训。切实维护货车司机权益，加快推进“司机之家”建设，指导货主企业、道路货运企业合理制定运输方案，保障货车司机充分休息。
五是提升货运市场治理能力。部署全国公安机关依法打击车匪路霸，重点加强高速公路服务区、国省道沿线停车场等区域治安管理。建立货运企业分类分级监管体系，加大对违法失信经营主体的惩戒和定向监管力度。提高道路货运市场运行监测分析能力，及时引导、合理调控市场运力，实现供求基本平衡。
