Vice Minister of Industry and Information Technology Wang Jiangping said that the guidance focuses on the difficulties and problems faced by small and medium-sized enterprises, and a series of measures highlight the creation of a fair competition development environment, ensuring that small and medium-sized enterprises participate in market competition fairly and receive equal legal protection.
This guidance emphasizes the principle of competitive neutrality, treating all types of ownership enterprises equally in terms of factor acquisition, access permits, and business operations. Among them, it is specifically proposed to achieve maximum access facilitation.
One of the highlights of this policy is the establishment of a long-term mechanism to promote the development of small and medium-sized enterprises. Wang Jiangping said that the guiding opinions put forward a series of requirements in optimizing the development environment and improving the service system, focusing on promoting the establishment of a long-term mechanism to support the healthy development of small and medium-sized enterprises. 王江平说，目前，国家中小企业发展基金已有4支子基金，认缴总规模195亿元。基金共完成投资项目222个，已投项目涵盖了高端装备制造、新能源、新材料和生物医药等战略性新兴行业，基本覆盖全国各个区域。与此同时，引导带动部分有条件的省市设立地方中小企业发展基金，初步形成了国家与地方上下联动、协同发展的局面。
“下一步，我们将会同财政部积极推动国家中小企业发展基金走市场化、公司化、职业经理人的道路，发挥中央财政的撬动作用，带动更多的社会资本扩大对中小企业的股权投资规模，使基金支持发挥更大的作用。”王江平说。
实招尤需落实处 追踪落地建台账
再好的政策，关键是要落实。工信部表示，将建立台账，追踪政策落地。
工信部中小企业局局长马向晖说，在部委层面，将明确责任、细化措施、加大督促力度，使各项政策发挥出最大成效。在地方层面，推动各地中小企业主管部门加强统筹协调，形成促进中小企业发展的工作合力，推动各项政策落细、落实。
工信部表示，还将进一步加强调查，密切关注中小企业生产运行情况，建立中小企业统计监测制度，以便及时发现中小企业生产经营中的困难和问题，并根据新情况、新问题有针对性地研究提出新措施和新办法。
以缓解融资难为例，马向晖表示，工信部与有关银行签署合作协议，扩大小微企业信贷规模，降低小微企业融资成本。同时，进一步拓宽中小企业融资渠道，建立中小企业上市培育机制。
既要督促跟踪政策落地，也要加大对企业的帮助与服务。
王江平说，工信部将会同相关部门支持一批国家级、省级开发区打造不同类型的创新创业特色载体，举办“创客中国”中小企业创新创业大赛，发现一批好的创新成果，优秀的创业团队。
与此同时，构建大中小企业融通发展产业生态，加大对中小企业的技改服务力度，用互联网赋能中小企业加快实现数字化、网络化、智能化转型。
“我们将建立专精特新‘小巨人’企业培育库，重点提供行业前沿信息、技术创新支持、知识产权保护等服务，发挥‘小巨人’企业的示范带动作用。”马向晖说。
