Beijing, April 19 (Xinhua) -- The Political Bureau of the Central Committee of the Communist Party of China held a meeting on April 19 to analyze and study the current economic situation and deploy current economic work; Listen to the report on the effectiveness assessment of poverty alleviation in 2018, and put forward requirements for the fight against poverty; Deliberate the Regulations of the CPC on Propaganda Work. 会议认为，今年以来，面对复杂严峻的形势，各地区各部门认真贯彻习近平新时代中国特色社会主义思想，按照党中央部署，贯彻新发展理念，坚定不移推动高质量发展，着力深化供给侧结构性改革，持续打好三大攻坚战，继续实施积极的财政政策和稳健的货币政策，适时适度实施宏观政策逆周期调节，主要宏观经济指标保持在合理区间，市场信心明显提升，新旧动能转换加快实施，改革开放继续有力推进，一季度经济运行总体平稳、好于预期，开局良好。

The meeting pointed out that while fully recognizing the achievements, it is necessary to be aware that there are still many difficulties and problems in the economic operation, the external economic environment is generally tightening, and there is downward pressure on the domestic economy. This includes not only cyclical factors, but also more structural and institutional factors. It is necessary to maintain composure, enhance endurance, and be brave in tackling difficulties.

The meeting emphasized that in order to do a good job in the annual economic work, we must closely focus on implementing the spirit of the Central Economic Work Conference, strive for progress while maintaining stability, highlight the main line, hold the bottom line, and grasp the degree well. We must adhere to the overall idea of stabilizing macro policies, activating micro policies, and providing a bottom line for social policies, coordinate the domestic and international situations, and do a good job in stabilizing growth, promoting reform, adjusting structure, benefiting people's livelihoods, preventing risks, and ensuring stability. We need to consolidate the overall economic and social stability through new progress in reform, opening up, and structural adjustment. We need to refine the implementation measures of the "Consolidate, Enhance, Improve, and Smooth" eight character policy, focus on stabilizing demand through supply side structural reform, adhere to structural deleveraging, prevent and resolve risks in promoting high-quality development, and resolutely fight the three major battles. Macro policies should be based on promoting high-quality development, with a greater emphasis on improving quality and stimulating market vitality. Active fiscal policies should be strengthened to improve efficiency, and prudent monetary policies should be moderately flexible.

The meeting requires that promoting high-quality development of the manufacturing industry be taken as an important basis for stable growth, guiding traditional industries to accelerate transformation and upgrading, and strengthening and expanding emerging industries. To effectively support the development of the private economy and small and medium-sized enterprises, accelerate the structural reform of the financial supply side, focus on solving the problems of difficult and expensive financing, and guide advantageous private enterprises to accelerate their transformation and upgrading. We must adhere to the positioning that houses are for living in, not for speculation, and implement a long-term regulatory mechanism that is tailored to each city, tailored to each city, and the main responsibility of the city government. To promote the healthy development of the capital market through key institutional innovation, the Science and Technology Innovation Board should truly implement the securities issuance registration system with information disclosure as the core. We should promote deep level reforms through high-level opening up to the outside world, expand market access for foreign investment, and implement national treatment. We should do a good job in employment for key groups and strengthen vocational skills training. Recently, safety production issues have become prominent, and we need to draw lessons from them, effectively prevent and precisely manage them.

会议认为，2018年是打赢脱贫攻坚战三年行动的第一年和作风建设年。各地区各部门贯彻落实党中央决策部署，狠抓责任落实、政策落实、工作落实，脱贫攻坚取得显著成效，打赢脱贫攻坚战三年行动开局良好。打赢脱贫攻坚战，是全面建成小康社会的底线任务和标志性指标，是必须完成的重大任务。今后两年脱贫攻坚任务仍然艰巨繁重，剩下的都是贫中之贫、坚中之坚、硬仗中的硬仗。要继续实行最严格的考核评估，用好考核结果。对考核发现的责任落实不到位、扶贫标准把握不精准、“三保障”工作不够扎实、形式主义官僚主义问题较为突出、脱贫摘帽后松劲懈怠等问题，要高度重视并坚决整改，确保脱贫工作务实，脱贫过程扎实，脱贫结果真实。

会议强调，脱贫攻坚期内已脱贫的贫困县、贫困村、贫困户，相关政策要保持一段时间，做到摘帽不摘责任、摘帽不摘政策、摘帽不摘帮扶、摘帽不摘监管。贫困县脱贫摘帽后，要一手抓剩余贫困人口的减贫，一手抓已脱贫人口的巩固提升，有效防止返贫和产生新的贫困人口。

会议指出，宣传工作是党的一项极端重要的工作，是中国共产党领导人民不断夺取革命、建设、改革胜利的优良传统和政治优势。随着中国特色社会主义进入新时代，宣传思想工作面临新形势新任务新要求，需要通过法治方式提升工作的科学化制度化规范化水平。制定《中国共产党宣传工作条例》，是落实全面依法治国、全面从严治党的重大举措。

会议强调，做好新时代宣传思想工作，要以习近平新时代中国特色社会主义思想为指导，紧紧围绕举旗帜、聚民心、育新人、兴文化、展形象的使命任务设计制度规范，增强“四个意识”、坚定“四个自信”、做到“两个维护”，坚持稳中求进、守正创新，把学习宣传贯彻习近平新时代中国特色社会主义思想作为首要政治任务，把统一思想、凝聚力量作为工作中心环节，建设具有强大凝聚力和引领力的社会主义意识形态，培养担当民族复兴大任的时代新人，更好满足人民精神文化生活新期待，不断提升中华文化影响力，加强党对宣传思想工作的全面领导，为推动党和国家事业发展提供有力思想保证和强大精神力量。各级党委（党组）要高度重视宣传思想工作，加强对《条例》实施的组织领导。党委宣传部要发挥好牵头抓总作用，各相关部门要加强协调配合，切实推动《条例》各项规定落实落地。
