Notice on Launching the Collection of "2019 Shandong Manufacturing · Hard Technology Top100 List"

In recent years, the provincial party committee and government have comprehensively implemented the major project of transforming old and new driving forces. Our province's enterprises have actively seized the high ground of innovation, emerging a number of innovative, leading, and disruptive new technologies, products, and processes, promoting the acceleration of Shandong's manufacturing industry into a high-quality development track. In order to tell the story of enterprise innovation breakthroughs, establish new benchmarks in the new era, and enhance the high-end brand image of "Made in Shandong", the Provincial Department of Industry and Information Technology has cooperated with Xinhua News Agency Outlook Think Tank and the CCID Research Institute of the Ministry of Industry and Information Technology to organize the collection of the "2019 Shandong Manufacturing · Hard Technology Top100 List". Subsequently, a series of in-depth dissemination will be carried out on the central media platform to establish the brand, improve the image, and enhance the reputation of "Made in Shandong". The relevant matters are notified as follows:
1、 Scope of solicitation
The "2019 Shandong Manufacturing · Hard Technology Top 100 List" mainly targets key areas of manufacturing in the transition from old to new kinetic energy (new generation information technology, high-end equipment, new energy, new materials, high-end chemicals, modern oceans, etc.), focusing on new products, new technologies, and new processes that have made significant breakthroughs in research and development innovation of manufacturing enterprises in our province in the past three years. Innovative achievements should have independent intellectual property rights, lead the forefront direction of the industry, have good industrialization prospects, great market growth potential, and strong radiation and driving ability. Priority recommendation for national technology innovation demonstration enterprises and national manufacturing industry single champion demonstration (cultivation) enterprises.
2、 Conditions for candidacy and recommendation
（1） The following conditions should be met:
1. Manufacturing enterprises that are registered within the province in accordance with the law, have independent legal personality, good credit, and pay taxes in accordance with the law can apply.
2. The significance of innovative achievements is significant. The technological achievements are pioneering, disruptive, and leading (with pilot testing already achieved), with clear ownership of intellectual property rights, core technologies reaching international and domestic leading levels, and breakthroughs in common and key technologies in the industry.
3. Outstanding economic benefits. The prospect of technological achievements is promising, and there is sufficient momentum for industrialization, which plays a significant role in promoting the upgrading of Shandong's manufacturing industry to the mid to high end.
4. Significant social benefits. Adhering to the concept of green development, fully reflecting energy conservation and consumption reduction, ecological environmental protection, and ensuring safety, and making significant contributions to social progress.
（2） Not recommended if:
1.不符合国家和省产业政策导向。
2.不符合国家、省节能降耗、污染减排和资源节约要求。
3.没有自主知识产权。
4.参选企业近3年出现质量、安全、环保问题，造成较大影响。
3、 Workflow
实行企业自愿参选、按隶属关系推荐的原则，流程如下：
（一）参选。企业编写《“2019山东制造·硬科技Top100榜”参选书》（附件1），各市工信局汇总后填写《汇总表》（附件2），参选材料及电子版（光盘）1式1份于4月12日前报科技处。同一家企业原则上不超过2项成果。
（二）专家委员会评选。省工信厅将委托新华社了望智库、工信部赛迪研究院等机构组织资深专家成立咨询委员会进行评选。评选结果按照“2019山东制造·硬科技TOP100榜”标准化评价体系50%+专家咨询委员会专业评审50%的原则进行评审推选，最终结果经公示后向社会公布。
（三）传播推广。本次评选与中央媒体深度合作，对列入“2019山东制造·硬科技Top100榜”的新产品、新技术或新工艺，由中央媒体组织专题调研，深入企业体验、采访、挖掘、凝练，创作一批高质量的山东制造创新奋进的故事，并在国家级媒体平台进行多渠道传播推广。
（四）成果应用。本活动邀请国内领军的产业投资基金和知名券商机构加入专家咨询委员会，以多种方式对入选成果进行后续扶持，包括基金投资、上市辅导、创新合作对接等。同时，优先向省新旧动能转换基金推荐，并在相关应用领域重点推广创新成果，支持创新成果加快实现产业化。
各市工信局要高度重视此项工作，围绕我省新旧动能转换重大工程“十强”产业等领域，突出本市产业特色和比较优势，深入挖掘“独一无二”的核心技术及重大创新成果，配合好此次评选活动，共同发力重塑“山东制造”高端品牌形象，推动我省制造业高质量发展。
