Notice on Organizing the Application for Financial Subsidies for Upgrading High tech Enterprises to Small and Medium sized Enterprises in Shandong Province in 2019

Municipal Science and Technology Bureaus:

According to the "Management Measures for Financial Subsidies for Upgrading High tech Enterprises to Small and Micro Enterprises in Shandong Province" (Lu Caijiao [2016] No. 59), "Several Financial Policies to Support Major Projects of New and Old Energy Conversion" (Lu Ban Fa [2018] No. 37) and other documents, we are now organizing the application for financial subsidies for upgrading high-tech enterprises to small and micro enterprises in Shandong Province in 2019. The relevant matters are notified as follows:

1、 Subsidy scope

According to the provisions of the "Several Financial Policies on Supporting Major Projects for the Conversion of New and Old Driving Forces" (Lu Ban Fa [2018] No. 37) "Implementing the Action Plan for Cultivating High tech Enterprises and Expanding the Financial Subsidy Scope for Upgrading Small and Micro Enterprises to High tech Enterprises to Small and Medium sized Enterprises", and referring to the "Evaluation Measures for Science and Technology oriented Small and Medium sized Enterprises" (Guo Ke Fa Zheng [2017] No. 115) regarding the scale conditions for science and technology oriented small and medium-sized enterprises, in order to increase the cultivation of high-tech enterprises, the financial subsidy scope for upgrading small and micro enterprises to high-tech enterprises in Shandong Province has been expanded to small and micro enterprises that have been recognized by the Shandong Province High tech Enterprise Certification Management Organization for the first time; Among them, the number of employees in small and medium-sized enterprises shall not exceed 500, and the sales revenue shall not exceed 200 million yuan.

The subsidy targets for 2019 are small and medium-sized enterprises that were first recognized by the Shandong Province High tech Enterprise Recognition Management Agency in 2018 (excluding enterprises that have been re recognized after the expiration of 3 years). Among them, the number of employees in the year before the application for recognition (2017) should not exceed 500, and the sales revenue should not exceed 200 million yuan.

2、 Subsidy method

A one-time subsidy of 100000 yuan should be provided to eligible enterprises, and the subsidy funds should mainly be used for enterprise research and development activities.

3、 Declaration requirements

1. Enterprises that meet the requirements are required to fill out two copies of the "Shandong Province Small and Medium sized Enterprises Upgrade High tech Enterprise Financial Subsidy Fund Application Form" (see Attachment 1 for format), which will be reviewed by the science and technology department of the city and submitted to the Provincial Department of Science and Technology by April 10, 2019. The declaration of subsidy funds for counties (cities) directly managed by the provincial finance department shall be summarized and reported by the city where it is located.

2. If there is a change in the name of a high-tech enterprise, a timely application for name change must be submitted to complete the name change of the high-tech enterprise.
