Notice on Recommending the Tenth Batch of Provincial "Specialized, Refined, Unique and New" Small and Medium sized Enterprises

Municipal Industry and Information Technology Bureaus, Jinan and Qingdao Private Economy Development Bureaus:

According to the annual work arrangement, the following notice is hereby issued regarding the organization and recommendation of the tenth batch of provincial-level "specialized, refined, unique, and new" small and medium-sized enterprises:

1、 Declaration conditions

The application for provincial-level "specialized, refined, special and new" small and medium-sized enterprises shall meet the following basic conditions and any one of the special conditions:

（1） Basic conditions

1. A small and medium-sized enterprise that has been registered and registered in our province for more than two years, has independent legal personality, meets the definition of "Small and Medium sized Enterprise Classification Standards" (MIIT Joint Enterprise [2011] No. 300), has good development prospects and economic and social benefits, and has good credit.

2. It has been announced as a municipal level "specialized, refined, unique, and new" small and medium-sized enterprise.

3. The enterprise's operating income in the previous year was over 10 million yuan, and the average growth rate of operating income in the past two years is not less than 10%.

4. Through quality management system certification, the product quality is stable and reliable.

5. Energy conservation, environmental protection, and safety production comply with relevant national and provincial regulations, and have good bank credit, tax credit, and social credit.

(II)-specific conditions

1、专业化：企业专注核心业务，具有较高专业化生产、服务和协作配套能力，能为大企业、大项目和龙头企业提供关键零部件、关键元器件、配套产品和配套服务。

2、精细化：企业建立精细高效的管理制度和流程，取得质量管理体系认证，开展精细化生产、精细化管理、精细化服务，企业管理效益突出、降本增效显著。企业产品品牌和服务美誉度高、性价比好、品质精良，在细分市场具有一定的比较优势。

3、特色化：企业利用特色资源，弘扬传统技艺和地域文化，采用独特工艺、技术、配方或原料，研制生产具有地方或企业特色的产品。

4、创新化：开展技术创新、管理创新和商业模式创新，适应或创造消费新需求，拥有符合“新技术、新产业、新业态、新模式”等四新经济发展特征的产品或服务，形成新的经济增长点，具有新的竞争优势。具有较高的信息化、智能化应用水平，通过行业的交叉融合提供新的产品或服务，拥有近2年内新授权的发明专利或独特、独有的工艺、配方等专有技术。

2、 Declaration requirements

1、请各市按照要求做好企业申报及初审推荐工作,认真组织申报企业填写《山东省中小企业“专精特新”申报书》(包括专精特新中小企业申报表、“专精特新”中小企业基本情况表和承诺书)，各市汇总审核后，填写《2019年度山东省“专精特新”中小企业汇总表》,正式行文连同纸质材料一式二份报送省工业和信息化厅(汇总表同时报送电子版)。

2、申报截止日期为2019年6月20日，过期提交申报材料不予受理。
