Notice on Organizing and Recommending the 15th Batch of "One Enterprise, One Technology" R&D Centers at the Provincial Level _ Policy Information _ Notice Announcement

Municipal Industry and Information Technology Bureaus, Jinan and Qingdao Private Economy Development Bureaus:

According to the annual work arrangement, the following notice is hereby issued regarding the organization and recommendation of the 15th batch of "One Enterprise, One Technology" R&D centers at the provincial level:

1、 Declaration conditions

The declaring unit must meet the following conditions:

1. Products have proprietary and unique technologies or talents in production, manufacturing, processing, quality control, and reducing consumption and costs. Its proprietary technology is manifested as the market share or selling price of the product in the same type and model of product market. The product market share must reach the top three, the highest bulk selling price, the best quality, the longest service life, or the lowest consumption in order to be recognized as proprietary technology.

2. The enterprise has obtained 5 practical and invention patent technologies accepted and authorized by the National Patent Office every year, and has accumulated 15 patents in the first three years (including more than 5 invention patents), and the patent technologies have been applied in products.

3. Production technology is a unique and original technology with independent intellectual property rights within the same industry in the province; Including the technology of digestion and absorption after introduction.

4. The R&D center is established independently or separately in the enterprise, with fixed R&D facilities, equipment and instruments, and a talent team.

5. The declared enterprise must be a corporate legal entity defined as a small and medium-sized enterprise according to the national classification standards at that time.

There have been safety and environmental accidents in the past two years; Enterprises with poor credit records and other violations of laws and regulations that have been punished are not allowed to apply for the "one enterprise, one technology" R&D center.

2、 Declaration requirements

1、请各市按照鲁中小企办字[2011]3号和鲁中小企局函[2017]59号规定的要求，认真做好企业申报及初审推荐工作。

2、申报企业如实填写省级“一企一技术”研发中心申报表，并附证明材料。各市主管部门汇总审核后，填写《省级“一企一技术”研发中心申报情况统计表》(附件2)，正式行文连同纸质材料一式二份报送省工业和信息化厅（汇总表同时报送电子版）。

3、申报截止日期2019年6月30日，过期提交申报材料不予受理。
