    To conscientiously implement the Notice of the People's Government of Shandong Province on Issuing the Implementation Plan for the Construction of an Innovative Province in Shandong Province (Lu Zhengfa)2017〕38Implementation Opinions of the Shandong Provincial Committee of the Communist Party of China and the Shandong Provincial People's Government on Promoting the Major Project of New and Old Kinetic Energy Conversion (Lu Fa)2018〕9In accordance with the spirit of documents such as the Shandong Provincial Engineering Laboratory Management Measures, we will deepen the implementation of the innovation driven development strategy, accelerate the construction of a high-level innovation platform system that supports the transformation of new and old driving forces and high-quality development throughout the province（2018Annual Revision), organized and carried out2019The certification work of Shandong Engineering Laboratory (Engineering Research Center) (hereinafter referred to as "Engineering Laboratory") in the year. The relevant matters are notified as follows:

    1、 Declaration conditions

    （1） The research direction of the engineering laboratory is in line with the key areas of strategic emerging industries or traditional advantageous industries. Priority will be given to supporting the five emerging industries of new generation information technology, high-end equipment, new energy and new materials, modern ocean, medical care and health, as well as the five advantageous industries of high-end chemical industry, modern efficient agriculture, cultural creativity, boutique tourism, and modern financial services that meet the conditions in the laboratory.

    （2） The existing conditions of the engineering laboratory meet relevant regulations. In particular, indicators such as research and development equipment, research and development sites, research and development investment, and research and development personnel should meet the requirements of the "Management Measures for Engineering Laboratories in Shandong Province"（2018年修订）》规定的相关标准。

    （三）承担单位高度重视创新工作。能够持续在人才、资金、宣传等方面为实验室建设和运行提供支持，为工程实验室建立健全的组织体制和灵活有效的运行激励机制。

    2、 Work Procedure

    （一）做好协调组织工作。按照《山东省工程实验室管理办法（2018年修订）》的有关精神，认真筛选并指导有意愿、有条件的申报单位编写《山东省工程实验室申请报告》（见附件1），准备有关证明材料及真实性声明。

    （二）初审把关并推荐申报。中央驻鲁单位可自主行文申报；省属单位可由行业主管部门出具推荐函申报，或按属地原则由所在市发展改革部门推荐申报；其余单位均由市发展改革部门推荐申报。

    （三）在线提交申请材料。初审通过的工程实验室申报单位可登录https://211.155.10.26:2017/cwbase，下载安装“山东省工程实验室申报及评价系统”软件，输入账号和密码进行登录，按要求在线填报运行信息表，上传提交《山东省工程实验室申请报告》。

    3、 Regarding requirements

    （一）材料报送。请推荐单位于2moon20day-21日向我委报送申报文件、申请报告和一览表（见附件2）。其中：申报文件和申请报告纸质版各一式2份，相应的PDF格式电子版光盘2张。逾期不再受理。

    （二）申报数量。济南、青岛、烟台、潍坊、淄博、济宁、临沂可推荐申报不超过15个工程实验室，其余市可推荐申报不超过10个工程实验室，拥有省级以上双创示范基地（区域类）的市可在上述数量基础上多报1个（限双创示范基地内的单位）。省属单位申报不占地方名额。

    （三）在线填报。我委将于2moon28日前对纸质材料进行初步审核，并分配在线系统登录账号和密码；申报单位请于3moon7日前完成在线填报并成功提交。逾期系统将关闭。
