Interpretation of the Management Measures of Shandong Engineering Technology Research Center
In order to strengthen the layout, construction, and operation management of the Shandong Engineering Technology Research Center (hereinafter referred to as the "Provincial Engineering Center"), the Provincial Department of Science and Technology has re formulated the "Management Measures for Shandong Engineering Technology Research Center" based on in-depth research and combined with the actual development of our province's engineering center.
1、 Key considerations in the process of formulating methods
One is to clarify the central positioning and role. Highlight the innovative support for key industries in the transformation of old and new driving forces and the construction of innovative provinces, and clarify that the provincial engineering center is an important component of the province's scientific and technological innovation platform system. It is an important carrier for conducting research and engineering of common industrial technologies, promoting collaborative innovation between industry, academia, and research, facilitating the transfer and transformation of scientific and technological achievements, and gathering and cultivating excellent scientific research talents.
The second is to streamline the certification process for provincial engineering centers. The establishment period of the center has been cancelled, and universities, research institutions, and enterprises are encouraged to carry out innovation platform construction according to the innovation needs of the province. After reaching certain conditions, they will be directly recognized as provincial engineering centers and enjoy relevant support policies. At the same time, the standards and conditions for center accreditation have been refined, and quantitative indicators have been established in areas such as research and development teams, site area, R&D investment by supporting units, and transfer and transformation of scientific and technological achievements, in order to improve the scientificity of center accreditation.
The third is to implement classified management. For enterprise led construction, differentiated recognition conditions shall be implemented for enterprise type centers, universities, and research institutions that focus on engineering, industrial research and development, and undertaking achievement transformation as their main tasks, and public welfare type centers that focus on technology research and development and achievement transformation as their main tasks.
The fourth is to strengthen the incentive and guidance for the center. Clearly carry out performance evaluation of provincial engineering technology research centers every three years, fully utilize the evaluation results, form a dynamic incentive mechanism of rewarding excellence and punishing inferiority, and promote the overall development level of the center.

The method consists of five parts and a total of 23 articles. among which
The first part is the general provisions. The purpose and significance of the method formulation, the functional positioning of the provincial engineering center, the supporting units for the center construction have been clarified. At the same time, the hierarchical management mechanism of the center and the management responsibilities of relevant departments and units in the province and city have also been clarified.
第二部分是申请与认定程序。重点明确了中心的布局规划、认定条件、认定程序，提出省科技厅根据全省创新布局和新旧动能转换重点产业发展需求确定省工程中心布局规划；明确了中心研究方向、团队建设、基础设施、科研投入、制度建设、诚信、保障条件等方面的要求；进一步规范了认定程序。
第三部分是运行机制。重点明确了省工程中心应实行依托单位领导下的主任负责制，建立专家委员会；应积极凝聚高水平人才和团队，完善科技成果转化制度，实行开放服务，重视科研诚信建设，营造求真务实、鼓励创新、宽容失败的科研氛围。
第四部分是管理制度。强调了重大事项报备要求和年度报告要求；明确了绩效评估制度方法、评估结果运用方式、取消资格条件和处罚措施。
第五部分是附则。明确了省工程中心命名规则、管理办法的解释权和实施期限等。
