The Rise of Low altitude Economy: How to Build a New Engine for Development in Trillion level Industries?
Currently, as a strategic emerging industry, the low altitude economy is rapidly becoming a new engine for promoting high-quality economic development. The Party Central Committee and the State Council attach great importance to the development of low altitude economy, and have issued a series of policies and measures to encourage the deep integration of Internet technology and low altitude economy, build an open and cooperative industrial ecology, and explore new models and new business types. On July 25, the Low Altitude Economic Forum of the 2025 China Internet Conference was held in Beijing. Participants jointly explored the path of innovative development of low altitude economy through ideological collision and experience sharing, and contributed wisdom and strength to building a more prosperous industrial ecology.
Dai Wei, Deputy Secretary General of the China Internet Association, said at the meeting that in recent years, China's low altitude economy has ushered in a period of rapid growth driven by favorable policies and technological progress. The 2025 government work report positions the low altitude economy as an "emerging industry" and explicitly proposes to cultivate and strengthen emerging and future industries. Empowered by emerging digital technologies such as artificial intelligence, intelligent flight control systems based on deep learning algorithms can achieve autonomous obstacle avoidance, precise positioning, and task execution of drones in complex environments. The application of big data helps enterprises scientifically customize low altitude tourism routes, meet specific logistics distribution plans, and promote the expansion and prosperity of the low altitude economy market.
In addition, the development of related technologies such as communication infrastructure, power systems, endurance technology, and global management platforms, as well as the diverse applications of drones in various fields such as production operations, transportation, cultural and tourism experiences, and security, actively contribute to the vigorous development of China's low altitude economy and become a strategic carrier of new quality productivity.
Yang Jun, academician of the Canadian Academy of Engineering and director of the Deep Thought Laboratory, said, "The low altitude economy is definitely a trillion level industry. It is very likely to achieve trillion level by 2025 and 3.5 trillion level by 2035. With scientific research support and guarantee, it is possible that it will exceed 3.5 trillion level by 2035
Yang Jun stated that in order to support the safe and healthy development of the new concept economy, breakthroughs are needed in research and development, talent, and standards.
To achieve scale in an industry, standards must first be established. Without standards, safety cannot be considered, "said Yang Jun.
In addition, innovation centers should focus on solving common problems for industries, creating fundamental technologies, and forming standards.
Xu Heyuan, director of the Standards Office of the Internet Association of China and chief expert of the China Information and Communication Research Institute, said that the country calls it "low altitude economy" rather than "low altitude industry" because it values not only its flight, but also its future strategic development direction.
The development of low altitude economy has high technological content and strong driving effect, and there is a lot of room for future growth, "said Xu Heyuan.
In addition, low altitude economy is a conversion of old and new kinetic energy, an engine. Continuation of Heyuan's introduction, the current low altitude flight applications have been applied in the industrial field, especially in areas such as power inspection or oil pipeline inspection. In the future, low altitude economy will be applied in many fields.
Xu Heyuan pointed out that the current development of low altitude economy faces two core challenges: first, the safety guarantee system for low altitude operations is not yet perfect, and second, the degree of airspace openness needs to be improved. To promote the breakthrough development of low altitude economy, efforts need to be made from three dimensions: firstly, strengthening the research and development of safety equipment and technological innovation; Secondly, cultivate a new service industry that adapts to the characteristics of low altitude economy; Finally, build an industrial ecosystem that supports diversified application scenarios.
Dai Wei also stated that although China's low altitude economy industry has certain development conditions and basic resource support, there are still problems such as incomplete development mechanisms and the need to improve infrastructure construction. Regarding the sustainable development of the low altitude industry in the next step, Dai Wei put forward several suggestions:
One is to promote the construction of low altitude infrastructure. Improve the construction of multiple aspects including physical infrastructure of takeoff and landing sites, air management systems, information infrastructure, digital airspace systems, etc. For example, in terms of data processing and analysis, it is necessary to build a comprehensive intelligent data ecosystem that covers data formats, coding rules, data interfaces, etc. in various fields of low altitude economy, ensuring data consistency and compatibility, and facilitating data collection, storage, transmission, and sharing.
Secondly, we must adhere to the leadership of low altitude technological innovation. Strengthen the collaboration between industry, academia, and research to continuously promote key core technology research and development, ensure that China's low altitude economy industry has the ability to independently develop and manufacture aircraft and core components, explore the all-round empowerment of new generation information technologies such as artificial intelligence, 5G, and the Internet of Things on the low altitude industry, improve the level of digital intelligence, and enhance the coverage and depth of the industrial chain.
The third is to strengthen the training of low altitude industry talents. Low altitude talents not only need to be proficient in the professional skills of low altitude aircraft such as drones, but also need to master cutting-edge technologies such as artificial intelligence, information, and control, and have a multidisciplinary knowledge foundation in operation and management. Suggest further increasing the establishment and construction of low altitude related disciplines in the future, and enriching education and training mechanisms.
The fourth is to expand the application and consumption of low altitude products. We need to combine low altitude economy with expanding domestic demand, strengthen forward-looking analysis, deeply expand emerging and characteristic services, lay out new business models, eliminate factors that restrict low altitude consumption on the demand side, cultivate new consumption habits on the demand side, and promote low altitude economy to enter the mass consumption market.
"As a social organization in China's Internet industry, the Internet Association of China unites resources and forces related to the Internet and low altitude industry, promotes exchanges and cooperation between all parties in the industrial chain in low altitude technology, airspace management innovation, commercial applications, industrial collaboration and other aspects, and adds support to the innovative development of low altitude economy," Dai Wei said.
"To this end, the Internet Society of China plans to set up the Low Altitude Economy Working Committee in the near future." Dai Wei said that through this platform, policy makers can listen to the real needs of industry front-line, scientific research institutions can find the landing scenario of technology transformation, and enterprise entities can link up with high-quality resources downstream, so that every piece of wisdom can blossom in the blue ocean of low altitude economy.
