The list of outstanding contributions to the high-quality development of Shandong's private economy has been announced

Recently, the list of outstanding contributions to the high-quality development of private economy in Shandong Province was announced, with 80 enterprises, 50 collectives, and 99 individuals receiving commendations. The number of commendations for enterprises accounted for 61%.

At present, there are 14.386 million private market entities in the province, accounting for 98.9% of the total number of market entities, contributing over 60% of investment, over 70% of import and export, and more than 80% of employment.

From the results of this commendation, among the 80 outstanding contribution enterprises and 59 outstanding contribution enterprise leaders, 64 enterprises were selected as the top 200 private enterprises in Shandong in 2024 (including 27 of the top 500 private enterprises in China in 2024), while the rest were backbone enterprises in various regions such as specialization, innovation, hidden champions, and high-tech. Among the 50 outstanding contribution collectives, there are 6 provincial government agencies, 5 municipal government agencies, 28 county (district) government agencies, and 11 township (street office) agencies. At the same time, we will focus on increasing the recognition of grassroots organizations below the county level. The number of recognition quotas for government agencies, institutions, and private enterprises at the county level and below has reached 199, accounting for 87% of the total quota; The number of commendations for enterprises reached 139.

In order to serve the development of the private economy, Shandong has introduced a series of policy measures, including 29 measures to address prominent problems in the development of the private economy and 50 measures to provide financial support for high-quality development of the private economy. The implementation of the Action Plan for the Development and Growth of the Private Economy has made the policy system more complete in promoting private investment, strengthening financial and fiscal support, stabilizing foreign trade and promoting consumption.

In response to the widespread concern of private enterprises about the phenomenon of "rolling shutter doors," "glass doors," and "revolving doors," Shandong has launched a market access barrier investigation and governance action, improved long-term mechanisms for credit reduction and bid security, multi-point decentralized evaluation, and intelligent assisted evaluation, and promoted the comprehensive implementation of fair competition policies. At the same time, we will broaden the scope of private investment, improve the long-term mechanism for private enterprises to participate in major project construction, promote the comprehensive opening of major infrastructure fields such as energy and railways to private capital, and concentrate on promoting a number of high-quality projects to private capital. The proportion of private enterprises participating in provincial-level onshore wind and solar projects will reach over 40%.

In terms of strengthening factor guarantees to support enterprise development, Shandong is making efforts in land use, energy use, financing, talent and other aspects. For example, in terms of land use, flexible land supply methods such as long-term leasing, lease before transfer, and flexible annual land transfer have been implemented. As of the end of June, the province has provided 1744.9 acres of land through long-term leasing and 4136.7 acres through flexible annual land transfer. In terms of talent support, we support private enterprises in attracting outstanding talents. In the first half of this year, we provided a living allowance of 22.35 million yuan to 352 eligible doctoral candidates newly recruited by 195 private enterprises. Eleven Mount Taishan industrial skill leaders were selected for private enterprises. During the support period, personal subsidies and working funds were provided to the candidates.

In the first half of this year, the added value of Shandong's private economy was 2.54 trillion yuan, a year-on-year increase of 5.7%, accounting for 50.7% of GDP. The reporter learned from the Provincial Development and Reform Commission that Shandong is carrying out a special action to serve private enterprises, focusing on the urgent needs of private enterprise development and the prominent difficulties in production and operation, concentrating high-quality factors and policy resources, and effectively helping enterprises solve problems.
