Industrial province shoulders the heavy burden | Shandong: Elephants dance to see the competitiveness of the 'omnipotent king'
On September 26th, the Political Bureau of the Central Committee of the Communist Party of China held a meeting, which called for "supporting economically powerful provinces to shoulder the burden and better play their role as drivers and pillars".
As an important industrial base in China, Shandong has always been a strategic pivot for the economic development of northern regions. From January to August this year, the added value of industrial enterprises above designated size in Shandong increased by 8.2% year-on-year, with a growth rate 2.4 percentage points higher than the national average. With a stable industrial chassis, it has taken on the backbone of high-quality economic development.

As a province with all 41 industrial categories in the United Nations Industrial Standards Classification, Shandong ranks among the top in the country in terms of production of fertilizers, cement, tires, wine, and other products. However, everyone can also feel that these products are relatively traditional manufacturing and light industry. Indeed, in provinces with a "large and comprehensive" industrial system, the proportion of traditional industries is as high as 70%.

For this reason, Shandong's economic habits are known as the "elephant economy": large in size, with a large total economic output; The industry is cumbersome and difficult to transform; Elephants are also known as the "omnipotent king" of the animal kingdom, just like Shandong's "large and comprehensive" industrial system.
How to transform system advantages into industrial competitiveness? Today's' Industrial Province Shoulders the Bridge ', let's take a look at how traditional industries are revitalized here.
The turning of the 'elephant' is stable, accurate, and efficient
Since the beginning of this year, Shandong has promoted the implementation of "transformation of ten thousand enterprises" and "ten thousand technological upgrades". From January to August this year, the investment in industrial technological transformation in the province increased by 9.5% year-on-year, which is 5.3 percentage points higher than the total investment. In recent years, Shandong has implemented an average of 12000 technological transformation projects with an annual investment of over 5 million yuan, accounting for over 50% of all industrial investment.

As of the end of June this year, the added value energy consumption of industrial units above designated size in the province has decreased by 6.7% for the green transformation of key industries such as steel, non-ferrous metals, building materials, and petrochemicals.

The simultaneous promotion of digital industrialization and industrial digitization. Up to now, Shandong has cultivated 46 national industrial Internet platforms and 35 intelligent manufacturing demonstration factories, both ranking first in China. The index of integrated development of informatization and industrialization, as well as the index of digital transformation of manufacturing industry, both rank among the top in the country.
On the banks of the Yellow River, observing the transformation of old and new kinetic energy
Nowadays in Shandong, the changes brought about by the conversion of old and new kinetic energy are not only in factory workshops. If you visit Jinan and are on the banks of the Yellow River, you will see a new district with beautiful scenery and lush greenery. However, it is neither an ecological park nor an urban high-tech zone, but has a special name - Jinan New and Old Energy Conversion Starting Zone.
When the reporter arrived at the newly built park here, he saw many nearby residents coming to exercise. On the map, this is the former site of Zhangxin Village in Cuizhai Street. Even more surprisingly, the person in charge told reporters that there is a planned sewage treatment plant with an area of 20 hectares hidden underground in the park.
Will sewage treatment affect the environment of the garden? The relevant person in charge introduced that this is a fully underground sewage treatment plant, which eliminates the adverse factors such as noise and odor caused by traditional above ground sewage treatment plants. The water plant adopts the advanced MBR (membrane bioreactor) process in China, which makes the suspended solids and turbidity of the treated wastewater approach zero.

Originally, in the planning of the starting area, some enterprises that urgently needed transformation and upgrading would be concentrated in the new park in Cuizhai for development. That is to say, this sewage treatment plant will connect dozens of enterprises that have moved to the new park, providing support for their green development.

The head of one of the CNC enterprises told reporters that the company has developed rapidly in recent years and also wants to undergo transformation and upgrading, but the original site area cannot meet the actual needs.
The company's proactive desire to transform has excited the local leaders. The management committee of the starting area quickly established a working team to assist enterprises in formulating plans for "moving". With the deepening of the work team, this enterprise has successfully obtained the land quota of 90 acres and started planning and construction, including "where to move", "how to change size", and "how to reduce pollution and improve quality". From understanding the company's demands to obtaining approval for the indicators, it only took over three months.

Unifying the planning of traditional enterprises that have faced difficulties in transformation in the past not only solves the upgrading of production lines, but also addresses the problem of sewage treatment. This is the first key to changing the "small scattered pollution".
Another transformation challenge is that many companies are not "unable to transform", but "unable to transform", and cost is the most realistic problem facing them. To this end, the management committee of the starting area found Inspur, a prominent industrial Internet platform in Shandong, even in the country, and asked them to carry out digital transformation diagnosis for these enterprises one by one, and customize the transformation plan. Many companies have shifted from 'unwilling to transfer', 'unable to transfer', and 'unable to transfer' to 'actively transferring'.
"Elephants" dance with lighter footsteps
"Elephant" to turn need courage, but also need to adapt to local conditions.
In the production workshop of Sinotruk, the reporter met Zhang Haibo, director of the Shandong Provincial Department of Industry and Information Technology, who came to inspect. He told us that this is one of the bases of heavy trucks with the highest degree of intelligence in the world. The two welding production lines only need 5 people, and one heavy truck can be offline every 5 minutes.

And this workshop is just a microcosm of Shandong's traditional industries to accelerate the transformation of high-end and intelligent.
"The high-end rate of the chemical industry has increased by an average of 3 percentage points per year, and the current proportion of high-end chemicals has reached 54%;"
"In the past three years, the intensity of industrial energy consumption has decreased by more than 5% annually;"
"The output value of high-tech industries accounted for 52.4 percent;"
"The province's digital economy accounts for more than 47% of GDP and is expected to reach 49% this year, far higher than the national average."
A number of precious figures represent the "elephant" today's light footsteps.

Of course, there are still short boards that need to be filled. Recently, Shandong has planned and formulated the "ten major projects" of digital industrialization and the "eight major actions" of industrial digitization, so as to insert digital and intelligent wings for the transformation and upgrading of traditional industries.
To "new" and "green", I believe that the "all-round king" will continue to run, dance, and provoke the backbone of industry.
