Manufacturing is the lifeline of the national economy. The 11th meeting of the Standing Committee of the 14th Provincial People's Congress voted to pass the "Regulations on the Promotion of Advanced Manufacturing Industry in Shandong Province". The promulgation of the regulations is of great significance for accelerating the promotion of new industrialization, cultivating and developing new quality productive forces, building a modern industrial system, and constructing an advanced manufacturing province, "said Shi Xiao, a member of the Standing Committee of the Provincial People's Congress and a first level inspector of the General Office.
There are a total of 20 regulations, closely related to the legislative function positioning, focusing on building a modern industrial system with advanced manufacturing as the backbone, promoting the development of manufacturing towards high-end, intelligent, and green industries, and summarizing experience and forward-looking institutional design from the aspects of industrial layout, development direction, implementation path, and element guarantee. They will be implemented from December 1, 2024.
Based on the characteristics of new quality productivity, high technology, high efficiency, and high quality, the regulations provide an overview of the basic requirements for advanced manufacturing industry from the perspective of high-quality development. The regulations clarify the responsibilities of the government and departments, stipulate that people's governments at or above the county level should strengthen the monitoring, analysis, and policy guidance of key areas, coordinate and solve major problems in promoting advanced manufacturing, promote the expansion, quality, and efficiency improvement of advanced manufacturing, and maintain the basic stability of the proportion of manufacturing value-added to regional GDP.
How to enhance the level of industrial structure? Focusing on building a modern industrial system and highlighting the characteristics of the manufacturing industry structure in our province, the regulation clarifies the key industry areas for transforming and upgrading traditional industries, consolidating and enhancing advantageous industries, cultivating and strengthening emerging industries, and laying out future industries in advance. It also stipulates support measures for the development of advanced manufacturing industries in development zones. Promoting the ecological agglomeration of advanced manufacturing industry from multiple dimensions, the regulations stipulate the construction of an integrated development ecology between large enterprises and small and medium-sized enterprises, promoting the construction, supplementation, extension, and strengthening of chains, and accelerating the formation of a cluster development pattern with reasonable regional layout, clear leading industries, resource element aggregation, and characteristic dislocation development.
Based on the development direction and path of advanced manufacturing industry, the regulations stipulate that manufacturing enterprises are supported to establish research and development institutions, form innovation consortia with universities, scientific research institutions, and upstream and downstream enterprises in the industrial chain, collaborate on basic research and common core technology breakthroughs in the industry, and improve the incentive mechanism for the transformation of innovative achievements; Establish a key project library for the manufacturing industry, strengthen investment guidance and financial support for technological transformation in key industries. The regulation clarifies the path to promote digitalization in the manufacturing industry, and makes specific provisions on the construction of new infrastructure, the cultivation of digital transformation service providers, the development of intelligent manufacturing, and intelligent transformation and upgrading. The regulation also stipulates promoting energy conservation and carbon reduction in key industries, supporting the circular transformation of industrial parks, cultivating green factories, green industrial parks, and green supply chain management enterprises, and encouraging manufacturing enterprises to implement energy-saving and carbon reduction technology transformation.
How to further improve the guarantee of factors and investment mechanism? On the basis of summarizing and improving the experience and practices of talent cultivation in the integration of industry and education in our province, the regulations stipulate to promote the construction of advanced manufacturing public training bases, encourage the construction of high skilled talent training bases, improve the evaluation system for skilled talents, give full play to the leading role of vocational skills competitions, and cultivate first-class industrial technical workers through multiple channels. To ensure the use of land and energy for advanced manufacturing industries, the regulations stipulate that the preparation of national spatial planning should scientifically and reasonably establish industrial land control lines, encourage the use of various flexible land supply methods, optimize energy supply and trading mechanisms for energy, water, and pollution rights.
