High end, Intelligent, and Green: A New Observation of Shandong's Industrial Transformation and Upgrading
Shandong is one of the provinces with the most complete industrial categories in China, with all 41 major industrial categories. Recently, reporters have conducted interviews in various parts of Shandong and found that from technological innovation driving new breakthroughs in high-end equipment, to digital transformation of intelligent production lines entering traditional factories, and to green becoming the increasingly bright background of various industries, the previously "stupid" and "heavy" "elephant economy" of Shandong's industry has gradually faded away. High end, intelligent, and green have become beautiful new business cards, providing more solid support for economic growth and high-quality development.
Creating a new industrial temperament through high-end development
Recently, a "Qiankun Circle" with a diameter exceeding 15.6 meters and weighing 155 tons was transported from Zhangqiu District, Jinan City to a coastal port in Shandong Province via a highway.
It is reported that this nuclear power support ring, manufactured by Elite Energy Equipment Co., Ltd., has a nearly 50 meter long circumference formed in one piece, without welds to make it safer. It can carry a weight of 7000 tons and does not need to be replaced for 60 years after installation.
Since the beginning of this year, Shandong's high-end equipment manufacturing has frequently excelled. The Yawan high-speed bullet train set manufactured by CRRC Qingdao Sifang Locomotive and Rolling Stock Co., Ltd. arrived in Indonesia, and the first batch of deep-sea wild croakers bred by Guoxin Group's "Guoxin No.1" 100000 ton smart fishery large-scale breeding factory ship came into the market. Weichai Power launched the world's first diesel engine with a thermal efficiency of 51.09%... The continuous breakthrough of high-end equipment continues to polish the golden signboard of Shandong manufacturing industry.
The biggest driving force behind the transformation towards high-end is innovation, which has become the most frequently mentioned keyword by many enterprises and government officials during interviews.
According to Zhang Haibo, Director of the Department of Industry and Information Technology of Shandong Province, Shandong Province has deeply implemented the Action Plan for Strengthening the Province with Advanced Manufacturing Industry, accelerated the construction of an advanced manufacturing center with global competitiveness, and has cultivated a total of 3 national level manufacturing innovation centers and 23 provincial-level manufacturing innovation centers; We have 67 national level technology innovation demonstration enterprises, 54 quality benchmarks, and 43 industrial design centers, all of which are among the top in the country.
Data shows that in the first three quarters of this year, the added value of Shandong's high-tech manufacturing industry above designated size and the new generation information technology manufacturing industry increased by 15.1% and 9.4% year-on-year, respectively, which were 9.8 and 4.1 percentage points higher than those of industrial enterprises above designated size, continuing to play a leading and driving role. Among them, the production of new energy vehicles, optoelectronic devices, monocrystalline silicon and other products increased by 282.8%, 68.8%, and 56.5% year-on-year, respectively.
Intelligent activation of new driving forces for development

“浪潮整合自身在企业数字化、智能化及5G、企业管理软件等领域的技术实力，建设了服务器智能工厂。”浪潮集团董事长邹庆忠说，在实现自身智能制造能力的基础上，浪潮加大对工业互联网、应用软件等战略业务的布局，服务更多制造业企业数字化转型。
受访的不少企业家表示，对企业而言，数字化转型已不是“选择题”，而是关乎生存和长远发展的“必修课”。为此，山东各地把工业互联网作为关键抓手，“建平台”“用平台”双轮驱动，大力推动制造向“智造”升级。
山东省工信厅一级巡视员高方表示，瞄准数字化、网络化、智能化主攻方向，山东深化新一代信息技术与先进制造业融合发展，累计培育海尔卡奥斯、浪潮云洲等4个国家级“双跨”工业互联网平台，数量占全国七分之一；5G、工业互联网等创新应用案例数量均居全国前列，两化融合指数（115.9）居全国第二，产业数字化指数（80.3）居全国首位。
绿色化刷亮发展新底色
在山东蓬莱，一期总投资316亿元的万华新材料低碳产业园正在建设中，未来将成为万华第三代低碳甚至零碳高端化工新材料产业园。位列全球化工30强的万华化学集团，是我国唯一、世界少数拥有异氰酸酯自主知识产权的化工企业。从“单项冠军”奔向“零碳化工”，万华化学的改变是山东制造业绿色化转型的一个缩影。
据张海波介绍，山东牢牢抓住新旧动能转换“牛鼻子”，积极推动制造业绿色发展，培育绿色低碳载体，促进制造业降碳减碳——“十三五”以来，全省压减钢铁产能占全国总量的12%，整合转移和淘汰炼油产能3100万吨，压减焦化产能2800万吨，关停电解铝违规产能321万吨，退出斜交胎产能2200万条标准胎，化工园区由199家压减到84家；实施投资500万元以上技改项目10万多个，规模以上工业万元增加值能耗累计下降超过60%。
一些传统产业通过技术改造，节能降耗水平显著提升。在山东东华科技有限公司，通过传感器、标识解析等技术采集电、热、原料、废弃物等数据后，可快速定位碳排放主要来源与降碳重点方向。公司负责人介绍，这一技改措施，每年可节电4000万千瓦时、节约标煤1.5万吨、减少二氧化碳排放3.9万吨。
目前，山东列入工信部绿色制造的项目达567个，其中“绿色工厂”223家，数量居全国第二位；217种节能技术和装备产品进入国家工业节能技术和“能效之星”装备产品目录。
