Eight departments including the Ministry of Science and Technology have proposed a reform pilot plan to break through the "Four Unifications" and establish new standards

The evaluation of technological talents has once again received heavy news! On November 9th, the Ministry of Science and Technology, together with seven other departments including the Ministry of Education, jointly held a kickoff meeting for the pilot reform of scientific and technological talent evaluation, deploying and promoting the "Work Plan for Carrying out the Pilot Reform of Scientific and Technological Talent Evaluation" (hereinafter referred to as the "Plan").

The Plan focuses on the effective utilization of talents in national scientific and technological tasks, with the emphasis on "what to evaluate, who to evaluate, how to evaluate, and how to use", the breakthrough point of "breaking the four limitations" and "setting new standards", the guarantee of deepening reform and policy coordination, and the construction of a science and technology talent evaluation system guided by innovation value, ability, and contribution according to the type of innovation activities, providing strong talent support for achieving high-level scientific and technological self-reliance and building a world science and technology power.

The 'Plan' clearly states that we will adhere to problem oriented, classified promotion, use of traction, and collaborative implementation. The relevant person in charge of the Science and Technology Talent and Science Popularization Department of the Ministry of Science and Technology said, "We will promote the implementation and effectiveness of talent evaluation reform in major national innovation activities such as major scientific and technological tasks and the construction of major innovation bases, and strive to overcome the tendency of 'only focusing on papers, only on professional titles, only on education, and only on awards'. The reform highlights the national goals and mission orientation, adheres to the principle of' who uses, who evaluates', and uses evaluation results scientifically.

The reporter learned that the two-year pilot reform of scientific and technological talent evaluation will be carried out in 12 scientific research institutes, including the Chinese Academy of Sciences Shanghai Institute of Microsystems and Information Technology, the Chinese Academy of Sciences Institute of Computing Technology, the China Institute of Water Resources and Hydropower Research, 9 universities, including Tsinghua University, Peking University, Zhejiang University, and 6 places in Shanghai, Shandong Province.

Facing the difficulties in implementing talent evaluation reform

The Party Central Committee and the State Council attach great importance to the evaluation of scientific and technological talents. In 2018, the General Office of the Communist Party of China and the General Office of the State Council respectively issued the "Guiding Opinions on Promoting the Reform of Talent Evaluation Mechanism by Classification" and the "Opinions on Deepening the Reform of Project Evaluation, Talent Evaluation, and Institutional Evaluation", making systematic arrangements for improving evaluation standards by classification and promoting the "three evaluations" reform.

The various regions and relevant departments have earnestly implemented the central requirements, introduced a series of reform measures such as' breaking the four barriers', and made positive progress in the reform of scientific and technological talent evaluation. However, compared with the demands of the vast number of scientific researchers and the realization of high-level scientific and technological self-reliance, there are still difficulties and inadequate implementation in the reform of scientific and technological talent evaluation, and the sense of achievement of scientific and technological talents is not strong.

In response to prominent issues such as the establishment of new standards, innovation in evaluation methods, and inadequate construction of evaluation systems for employers after the "Four Unifications" in talent evaluation, the "Plan" clarifies the roadmap for the reform pilot of scientific and technological talent evaluation, and systematically deploys it from both internal and external environments of the unit.

具体而言,承担国家重大攻关任务的科技人才评价以支撑服务国家重大战略需求为导向,建立体现支撑国家安全、突破关键核心技术、解决经济社会发展重大问题的实际贡献和创新价值的评价指标;

基础研究类人才的评价以学术贡献和创新价值为导向,着力破除“唯论文”数量倾向,避免数论文数量和看影响因子高低等,探索低频次、长周期的考核机制;

应用研究和技术开发类人才的评价以技术突破和产业贡献为导向,重点评价产学研和团队合作、技术创新与集成能力、科技成果应用和市场价值实现、对经济社会发展贡献等方面的成效,避免以发表论文为评价硬杠杠,不能数专利数量和国家项目经费数量;
