What conditions must be met for the adjustment and expansion of high-tech zones

Shandong issues management measures for high-tech industrial development zones

Recently, the provincial government issued the "Management Measures for High tech Industrial Development Zones in Shandong Province", which clearly states that priority will be given to supporting the establishment of high-tech zones in development zones that are included in the "Catalogue of China Development Zone Audit Announcement", have good industrial foundations, strong innovation capabilities, and outstanding leading and driving roles; If the current area of the high-tech zone cannot meet the development needs, or the block layout is disorderly and does not meet the overall requirements of urban development, or if the local government has made significant adjustments to the national land spatial planning and the "three lines and one single" ecological environment zoning control requirements, or if it cannot be utilized due to being occupied by national key projects, it can apply for zone adjustment; Support the integration of high-tech zones with high levels of development into adjacent industrial parks.

According to the regulations, to apply for the recognition of high-tech zones, various types of parks approved by the State Council or authorized by relevant departments of the State Council, approved by the provincial government or authorized by relevant departments of the provincial government, as well as other parks recognized as compliant by relevant departments of the provincial government, should meet the requirements of the local land spatial planning and the "three lines and one single" ecological environment zoning control. The land use structure and layout should be reasonable, with an area generally not exceeding 10 square kilometers (or 15 square kilometers in special circumstances), and no more than 3 blocks should be formed, and a single block should not cross township level administrative units. For regions that have formed a certain industrial scale, have been included in the provincial and above government major project list, or have medium - and long-term development planning projects, the conditions can be appropriately relaxed.

In addition to basic conditions, certain industrial and technological innovation conditions should also be met, such as the growth rate of major economic indicators being higher than the provincial average, energy consumption per 10000 yuan of industrial added value, and emission indicators of major pollutants being lower than the provincial average; The agglomeration degree of high-tech industries is high, and the output value of high-tech industries accounts for more than 50% of the total industrial output value of the park; The R&D investment intensity in the previous year was more than twice the provincial average level, and the growth rate of invention patent applications and authorizations was higher than the provincial average level, indicating a good foundation for industry university research and international cooperation; Having innovation and entrepreneurship carriers and service institutions such as technology enterprise incubators, makerspaces, venture capital firms, and technology intermediaries, the integration of the technology finance industry is relatively high.

Applying for a district adjustment must comply with the reasonable site selection of the park after the adjustment, with clear boundaries, a construction land ratio not lower than that before the adjustment, scientific development planning, reasonable functional zoning requirements, and meet the requirements of the local land spatial planning and the "three lines and one single" ecological environment zoning control; Due to terrain or other limitations, it is indeed impossible to connect, and the number of blocks after adjustment shall not exceed 3; In principle, the adjustment zone shall not expand the original area of the high-tech zone. If it involves expanding the original area, it must also meet the conditions for expanding the zone.

To apply for expansion of the district, the main scientific and technological indicators and economic indicators of the previous year should have a growth rate higher than the development level of the city where the district is located. It should be ranked in the top two-thirds of the comprehensive evaluation of the province's development zones in the previous year, with a land development rate of over 80% and significant results in land intensive use. The degree of land intensive use should be ranked in the top two-thirds of the province's development zone evaluation; The proposed expansion block has sufficient development space, with a built-up area not exceeding 20% of the block, relatively complete infrastructure, and a reserve of resident projects, mainly used for the development of high-tech industries and the construction of innovation and entrepreneurship carriers. The land for manufacturing, high-tech industries, and productive service projects shall not be less than 60% of the planned area of the expansion zone, and the building density of industrial projects shall not be less than 30%; After the expansion, the layout of the park is centralized and meets the requirements.

The method proposes that the high-tech zone should focus on achieving high-quality development, innovate development systems and mechanisms, enhance scientific and technological innovation capabilities, create a world-class innovation and entrepreneurship ecosystem, and build innovation driven development demonstration zones and high-quality development pilot zones. The Provincial Department of Science and Technology shall establish a dynamic management mechanism and regularly organize comprehensive development level evaluations of high-tech zones. For high-tech zones that rank high in the comprehensive evaluation results, we will coordinate various funds, policies, and other means to increase support; For those with poor comprehensive evaluation results, warnings will be given in the form of interviews and orders will be given to rectify within a specified period of time; Those who fail to rectify shall be dealt with according to the prescribed authority and procedures.
