Provincial Market Supervision Bureau launches innovative pilot work for provincial trade secret protection
In order to accelerate the construction of the trade secret protection system in our province, further consolidate the foundation of trade secret protection work, and promote the improvement of the level of trade secret protection work in the province, the Provincial Market Supervision Bureau recently issued a notice to carry out innovative pilot work for provincial trade secret protection throughout the province.
This pilot work follows the overall idea of "innovation leading, pilot exploration, and demonstration benchmarking", striving to explore and establish a trade secret protection system of "government guidance, enterprise participation, multi-party linkage, and execution linkage" within three years, forming a series of replicable and promotable innovative pilot achievements and excellent practical cases, exploring and forming a batch of trade secret protection models that are in line with the characteristics of industrial development, creating a number of benchmark and demonstrative trade secret protection sites, bases, and leading enterprises, and promoting the continuous enhancement of the level of trade secret protection and core competitiveness of enterprises in our province.
Provincial innovation pilot projects are organized and carried out at the city and county (city, district) levels, and are promoted in batches according to three steps: pilot application, pilot implementation, and summary and promotion. The Provincial Market Supervision Bureau is responsible for the collection, overall guidance, summary and promotion of innovation pilot units throughout the province. The market supervision departments at the city and county levels, in conjunction with the pilot units, are responsible for the application and specific organization and implementation of provincial-level innovation pilot projects.
Each city and county (city, district) voluntarily submits an application to create a provincial-level innovation pilot in accordance with the "National Trade Secret Protection Innovation Pilot Work Plan" issued by the State Administration for Market Regulation, based on local work conditions. They prepare a work plan for their unit to carry out provincial-level innovation pilot, clarifying the direction, task objectives, work measures, implementation steps, funding sources, and departmental division of labor of the innovation pilot. The local municipal market supervision department selects the best and reports it to the provincial market supervision bureau. The Provincial Market Supervision Bureau will select and select the application units with good foundation in trade secret protection, high government attention, clear innovation direction, solid work measures, and adequate organizational support as provincial innovation pilot units, and publish the list of pilot units in batches according to the application situation.
In order to fully leverage the leading and driving role of innovation pilot projects, our province recommends Jining City, Yantai City, Binzhou City, Leling City of Dezhou City, as well as six units in Jinan and Qingdao areas of China (Shandong) Pilot Free Trade Zone, which have applied for national innovation pilot projects, to become the first batch of provincial-level innovation pilot units in our province.
