Jinan | 265 enterprises in Jinan have been included in environmental protection support

According to the municipal ecological environment bureau, the positive list of ecological environment supervision and law enforcement in 2022 has been adjusted intensively. After adjustment, a total of 265 enterprises (projects) were included in the positive list, including 37 livelihood security enterprises, 131 small and medium-sized enterprises, 39 "gazelle", "unicorn", "provincial specialized, refined, special and new" enterprises, 3 companies planning to go public, 2 epidemic security enterprises, 1 major project at or above the city level, 1 manufacturing industry single champion demonstration enterprise of the Ministry of Industry and Information Technology, and 51 benchmark enterprises or institutions in other industries that meet the inclusion criteria, an increase of 77 from the previous year, an increase of 40.96% in quantity.

In order to further change the concept of ecological environment supervision, optimize the way of law enforcement, improve the efficiency of law enforcement, promote differentiated law enforcement and supervision, and strive to create a first-class legal business environment, the Municipal Ecological Environment Bureau conscientiously implements the relevant deployment requirements of the Ministry of Ecological Environment and the Provincial Ecological Environment Department. Starting with the three articles of "strict, flexible, and new", it makes serious planning, careful deployment, and solid progress to comprehensively complete the centralized adjustment of the positive list of ecological environment supervision and law enforcement.

Firstly, strictly review and control the procedures, actively and steadily promote implementation. The Municipal Bureau of Ecology and Environment formulated and issued the Notice on Carrying out the Centralized Adjustment of the Frontal List of Ecological Environment Supervision and Law Enforcement in 2022, strictly requiring all districts and counties to seriously organize qualified enterprises (projects) within their jurisdiction to declare, and to verify, audit and check the declared enterprises (projects), submit the proposed adjustment of the positive list to the Municipal Bureau of Ecology and Environment, uniformly publicize it to the public, adjust and improve it according to the publicity, and finally determine the list of enterprises (projects) on the positive list in 2022. At the same time, it will be published through the portal website of the Municipal Ecological Environment Bureau. From organizational declaration and review to social publicity, adjustment and improvement, and then to determining the list and online publication, the process is interconnected and pushed forward layer by layer to ensure the quantity and quality of enterprises (projects) included, reflecting the seriousness and rigor of the positive list adjustment work.

Flexibly set inclusion criteria and increase the number of entries in an orderly manner. By carefully grasping the requirements of higher authorities and the current situation, and based on the clear inclusion conditions specified by the Ministry of Ecology and Environment and the Provincial Department of Ecology and Environment, the Municipal Bureau of Ecology and Environment encourages all district and county branches to comprehensively consider factors such as economic and social development needs, regulatory capabilities, performance requirements, and the role of enterprise benchmarking and demonstration. Adhering to the principle of "taking small steps and moving quickly", the scope of inclusion will gradually expand, the number of inclusions will be orderly increased, and eligible major projects for the conversion of new and old kinetic energy in provinces and cities, major projects at or above the city level, "gazelle" and "unicorn" enterprises, provincial "specialized, refined, special and new" small and medium-sized enterprises, planned to be listed, "lotus tip" enterprises, and small and micro enterprises with low pollutant emissions, low environmental risks, and strong. Through flexible and orderly work, more enterprises (projects) will be included in the positive list, allowing more enterprises (projects) to enjoy the benefits of policy dividends and better stimulate market vitality and social creativity.

Innovation strengthens assistance and guidance to safeguard the green development of enterprises. For enterprises (projects) included in the positive list, non site methods such as video or electricity consumption monitoring, online monitoring, information management platforms, drones, and aerial vehicles are mainly used for supervision. For those that require on-site investigation and verification, the on-site inspection and approval procedures are strictly implemented to effectively implement the requirements for reducing or exempting on-site inspections. At the same time, based on the actual situation of the city, we will guide and encourage each district and county to innovate and strengthen positive incentives, establish industry benchmarks, further stimulate enterprises' awareness of independent compliance with the law, especially for small and medium-sized enterprises with small pollutant emissions, low environmental risks, and strong employment capacity. Considering the characteristics of large quantity and wide scope, they can be managed according to a positive list, explore the use of classified supervision according to pollution types, and use various forms such as enterprise commitments, enterprise self inspections, symposiums, lectures, and training to strengthen assistance, guidance, and warning. With standardized, convenient, and efficient government services, we will wholeheartedly safeguard the construction and development of enterprises (projects).

The Municipal Ecology and Environment Bureau will actively play the role of the positive list of ecological environment supervision and law enforcement, implement differentiated law enforcement supervision, continuously strengthen assistance and guidance for enterprises on the positive list, continuously optimize the development environment for enterprises, fully assist enterprises in overcoming difficulties, and contribute ecological and environmental protection forces to the construction of a socialist modernized strong province in the new era.
