The Department of Industry and Information Technology of Shandong Province, together with the Department of Education and the Department of Science and Technology, has recently formulated the "Shandong Province Iconic Industry Chain Industry University Research Collaborative Innovation Action Plan", which aims to address the technological needs of enterprises in the iconic industry chain through joint research and development, and the establishment of innovation consortia. It is reported that starting from November this year, Shandong will organize industry leading enterprises, single champion enterprises, and "specialized, refined, and new" small and medium-sized enterprises around an iconic industrial chain every two months, and hold a precise integration of industry, academia, and research with provincial universities and research institutes, as well as a promotion event for new technologies and products, to accelerate the construction of a technological innovation system.
Organize iconic industrial chain enterprises to enter university research institutes, expert and professor teams to enter provincial advantageous industrial clusters or chain leading enterprises, and carry out precise industry university research docking and new technology and product promotion activities. For universities outside the province with a concentrated demand for cooperation in the iconic industrial chain, the Provincial Department of Industry and Information Technology will hold a "Going Global" docking activity with the Provincial Department of Education.
Encourage iconic industry chain enterprises to create provincial-level innovation platforms, give priority to supporting the main enterprises of the iconic industry chain to lead the construction of provincial manufacturing innovation centers, provincial "one enterprise, one technology" research and development centers, etc., absorb and integrate upstream and downstream enterprises as participating co construction units, strengthen the research and development of key core and common technologies, explore cooperation mechanisms such as patent ownership sharing and revenue transfer. We will also explore the construction of innovation achievement databases for higher education institutions and research institutes, as well as demand databases for iconic industrial chain enterprises. We will regularly release lists of suitable industrial innovation achievements, enterprise technology demand projects, and "bottleneck" technology demand lists.
Provincial university teams that have successfully carried out industry university research cooperation and achievement transformation projects will be given priority in being included in the scope of the provincial education department's evaluation of excellence. In response to the identified weak links in the iconic industrial chain foundation, the Provincial Department of Science and Technology will prioritize the key core technology research projects that meet the conditions in the provincial science and technology plan guidelines, based on the current domestic blank and major engineering, major projects, and major equipment needs. Successfully carrying out industry university research cooperation and eligible projects will also be included in the scope of provincial technology innovation projects, and it is recommended to strive for national pilot demonstrations, typical case promotion and other projects.
