Shandong: Strive for a digital economy value-added growth of over 55% in the next five years
The Department of Industry and Information Technology of Shandong Province recently released the "Several Measures on Deepening Reform and Innovation to Promote High quality Development of Digital Economy" (hereinafter referred to as the "Measures"). Anchored on the principle of "leading the way and opening up a new chapter", Shandong has set its digital economy development goals based on the next five years: striving to achieve a growth rate of over 55% in the province's digital economy added value, reaching 5.5 trillion yuan after five years of effort, doubling the proportion of digital economy core industry added value to GDP, and creating a national digital industry innovation and development cluster, industrial digital transformation demonstration zone, and a new highland for high-quality digital economy development.
Focusing on the bottlenecks and difficulties in the development of Shandong's digital economy, targeting urgent and solvable problems, the "Measures" provide 23 specific measures in 6 aspects. Establish a mechanism to enhance digital infrastructure support capabilities, mainly by carrying out three major improvement actions: "network capability", "storage computing power", and "perception capability"; Innovate the digital enabling mechanism of industry, mainly including four measures: exploring a new path for the integration of production and data, creating a new model of "industrial brain+Morningstar factory", creating a new scene for digital applications, and building a new platform for industrial Internet; Establishing a sound mechanism for the innovation and development of the digital industry mainly involves implementing six major projects: upgrading the level of innovation platforms, breakthroughs in basic research and key technologies, cultivation of innovation subjects, upgrading of the digital industry chain, "dual carbon" digital drive, and attracting and nurturing digital innovation talents; Explore market-oriented mechanisms for data elements and propose three major mechanisms for data element aggregation, sharing, openness, and integration; Optimizing multidimensional digital governance mechanisms, mainly including measures such as digital government leadership, new digital regulation, and social collaborative governance; Improving the guarantee mechanism for the development of the digital economy mainly includes four measures: improving the overall coordination and promotion mechanism, strengthening the support and guarantee of factors, building a security guarantee system, and enhancing the digital literacy of the entire population.
It is understood that the Measures set clear goals for the total amount of the digital economy, the proportion of added value in core industries, industrial Internet platforms, and data openness. For example, after 5 years of efforts, the added value of the digital economy in the province has increased by more than 55%, reaching 5.5 trillion yuan, and the proportion of the added value of the core industries of the digital economy to GDP has doubled. Compared with the relevant content of Shandong's 14th Five Year Plan, the standards have been further improved.
We will further increase our efforts in infrastructure and support systems. Taking the enhancement of digital infrastructure capabilities as an important content, Shandong has proposed to open more than 150000 new 5G base stations within 5 years, with a total of more than 300000; On the basis of the existing three "gigabit cities" (Jinan, Qingdao, Rizhao), build more than 10 more within 5 years; Initiate the construction of "wind and solar energy storage+big data center" to effectively reduce the electricity cost of data centers. According to estimates, Shandong data centers will save over 100 million kilowatt hours of electricity during the 14th Five Year Plan period. In order to provide a good platform support for the digital economy, Shandong proposes to build a "5351" digital economy innovation platform system, striving to cultivate 50 innovation laboratories, 300 innovation centers, 50 innovation service institutions, and 100 innovation talent bases in the next five years, and will implement the "Four Four Seven" project for digital transformation of the manufacturing industry.
From a practical perspective, many measures have obvious Shandong characteristics. For example, Shandong has proposed to create a new model of "Industrial Brain+Morning Star Factory", striving to build more than 50 "Industrial Brains" and create a batch of "Morning Star Factories" in six key industries of high-end equipment, guiding more manufacturing enterprises and industrial clusters to transform towards intelligence. For example, the construction of an integrated industrial big data center system, the creation of 2 national level regional centers, the construction of about 5 provincial-level regional centers and about 10 provincial-level industry centers, about 100 characteristic digital parks and digital factory edge centers, the promotion of a more scientific and reasonable layout of Shandong's industrial big data centers, the comprehensive acceleration of industrial data collection and aggregation, and the creation of the "Shandong Industrial Cloud" brand.
