On April 19, 2019, the Ministry of Industry and Information Technology organized a teleconference on promoting the intelligent transformation of the shipbuilding industry. Xin Guobin, a member of the Party Group and Deputy Minister of the Ministry, attended the meeting and delivered a speech. Li Dong, Director of the Equipment Industry Department of the Ministry of Industry and Information Technology, presided over the meeting.
Xin Guobin proposed that accelerating the intelligent transformation is the fundamental requirement for promoting the high-quality development of the shipbuilding industry, and is the inevitable choice and effective way for the shipbuilding industry to achieve quality, efficiency, and power transformation. The current and future intelligent transformation of the shipbuilding industry should revolve around the main line of supply side structural reform, highlighting the dual drive of intelligent ships and intelligent manufacturing, and comprehensively enhancing the high-quality development capability of the shipbuilding industry. One is to make efforts to address the shortcomings, focusing on solving key common problems such as specialized technology, equipment, materials, and processes, and filling the gaps in the technology and industry chains. The second is to work hard on consolidating the foundation, establish a networked industrial ecosystem that is interconnected, focus on accumulating data and information resources, and enhance the intelligent ship network and information security protection capabilities. Thirdly, efforts should be made to guide the development of standards and regulations, actively participate in the revision of relevant international standards and regulations, and accelerate the construction of intelligent ship standards and intelligent manufacturing standard systems for ship final assembly. Fourthly, efforts should be made to promote application, strengthen the construction of testing and verification capabilities, focus on establishing typical examples, and give full play to the demonstration and driving role of benchmarks.
Xin Guobin pointed out that promoting intelligent transformation is essentially a deep level reform of the shipbuilding industry, and the entire shipbuilding industry should work together and actively take action. Firstly, we need to strengthen overall planning and coordination, and the government should enhance guidance; Enterprises should exert subjective initiative, combine with reality, choose appropriate paths, and solidly carry out intelligent transformation actions; Industry organizations and professional institutions should play a good role in platform services. The second is to encourage bold exploration. Each region and enterprise should adapt to local conditions, boldly explore and innovate based on reality, properly handle the relationship between short-term and long-term, and achieve an organic combination of systematic promotion and phased breakthroughs. The third is to promote open development, strengthen domestic and international cooperation, promote cross-border linkage between the upstream and downstream of the industrial chain and the industry, and jointly promote the improvement of the intelligence level of the shipbuilding industry.
At the meeting, three units including Shanghai Waigaoqiao Shipbuilding Co., Ltd., Dalian COSCO Shipping Kawasaki Ship Engineering Co., Ltd., and Wuhan Marine Machinery Co., Ltd. made exchange speeches, and the Ministry of Transport gave a special introduction on intelligent shipping related work. Representatives from the Ministry of Transport, the State Administration of Science, Technology and Industry for National Defense, relevant departments of the Ministry of Industry and Information Technology, regulatory authorities of the shipbuilding industry in some regions, relevant industry organizations, central enterprise groups, financial institutions, news media units, etc. attended the Beijing main venue meeting. The conference has set up 10 sub venues in key provinces and cities in the national shipbuilding industry.
