Xin Guobin attends the closed door summit of the 2019 China Automotive Forum

On April 16, 2019, the closed door summit of the 2019 China Automotive Forum, hosted by the China Association of Automobile Manufacturers, was held in Shanghai. Xin Guobin, Vice Minister of Industry and Information Technology, attended the forum and delivered a speech.

Xin Guobin pointed out that in the 70 years since the founding of the People's Republic of China, China's automobile industry has continuously developed and made remarkable achievements, forming a complete automobile industry system. Its position and role in the national economy have continued to strengthen, becoming the world's largest automobile market. The development of new energy vehicles has achieved significant results, but there are also problems such as insufficient innovation ability and technological reserves, as well as large but weak enterprises with large numbers, small scales, and scattered resources. It faces new challenges such as intensified internal and external competition, changes in product forms, and updates in consumer concepts.

Xin Guobin emphasized that the current new round of technological revolution and industrial transformation is becoming increasingly fierce. Faced with new problems and challenges in industrial development, it is necessary to grasp the development trend and seize strategic opportunities. From promoting technological progress, reducing resource consumption, improving the ecological environment, and other aspects, we must determine the strategic direction as early as possible, clarify the development ideas, clarify new goals, implement new concepts, implement new mechanisms, and create a new ecology. We should fully play the decisive role of the market in resource allocation, better play the role of the government, and take new energy vehicles and intelligent connected vehicles as the starting point to promote the coordinated development of industries such as automobiles, energy, transportation, information and communication, comprehensively improve travel and transportation efficiency.

Xin Guobin stated that the next step is to adhere to the main line of supply side structural reform, strengthen overall coordination, promote high-quality development of the automotive industry, and focus on four aspects of work. One is to adhere to innovation driven development, enhance core capabilities, accelerate the construction of the National Manufacturing Innovation Center for Intelligent Connected Vehicles, continuously improve the performance of power batteries and the level of vehicle intelligence, strengthen research on high-power charging and wireless charging technologies, actively explore the development of battery swapping modes, and accelerate the research and industrialization of key technologies for fuel cell vehicles. The second is to improve management systems and optimize the development environment. Implement the requirements of the State Council's "streamlining administration, delegating powers, and improving services" reform, accelerate the improvement of the admission management system for automobile enterprise group, product family management, and OEM production, and improve the "dual credit" management system. The third is to expand opening up to the outside world and integrate into the global market. Establish an international perspective and open thinking, deepen international cooperation in technology research and development, brand building, joint procurement, and enhance brand value in international competition. The fourth is to improve the circulation system and promote green development. Standardize and improve the recycling and comprehensive utilization system for scrapped cars, old car parts, and automotive power batteries, and improve the energy and resource utilization efficiency of automotive products throughout their lifecycle.
