Implementation of the "1351" Project in Shandong's New Materials Industry
The Overall Plan for the Construction of Shandong New and Old Kinetic Energy Conversion Comprehensive Experimental Zone, approved by the State Council, specifies that the new materials industry will be a key focus of cultivation in our province's top ten industries. The reporter recently learned from the Provincial Economic and Information Commission that the "Shandong Province New Materials Industry" jointly formulated by the Provincial Economic and Information Commission, Provincial Development and Reform Commission, Provincial Department of Finance, and Provincial Department of Human Resources and Social SecurityImplementation Plan for Project 1351 (2018-2020)（Hereinafter referred to as the 'Plan'）Officially issued, starting from this yearIn 2020, the province implemented the "1351" project for the new materials industry, comprehensively promoting the accelerated development of the new materials industry.
The "1351" project refers to the cultivation and introduction of 1000 high-end talents in the new materials industry, the creation of 30 key demonstration projects for new materials, the cultivation of 50 key backbone enterprises for new materials, and the formation of about 10 characteristic new materials industry bases in the province by the end of 2020. The relevant person in charge of the Raw Materials Industry Department of the Provincial Economic and Information Commission revealed that the "Plan" focuses on key elements such as talent, projects, enterprises, and agglomeration development, and proposes four key tasks: accelerating the cultivation of high-end talents, selecting excellent demonstration projects, cultivating backbone enterprises, and creating characteristic industrial bases.
Our province will promote mutual complementarity and connection between the government and enterprises in the cultivation, introduction, and utilization of high-end talents, and create a diversified system for the cultivation and utilization of high-end talents. Specifically, our province will explore the use of joint funding from employers and finance to select a group of professional and technical personnel as well as senior management personnel for short-term training and training at home and abroad every year. Leveraging well-known enterprises and key projects, we will introduce a group of high-end new materials professionals through project recruitment, technology investment, and other forms.
In terms of demonstration projects, our province will use three years to support the cultivation of key areas in the new materials industry with good basic conditions and significant driving effects on industrial transformation and upgradingAbout 30 provincial-level new material research and application demonstration projects that are leading in the domestic industry, mainly including new material independent innovation demonstration projects, new material collaborative innovation demonstration projects, and new material innovation platform construction demonstration projects.
按主营业务收入等指标，我省将建立企业培育库和企业发展评价机制。每年，对上年度骨干企业发展情况进行汇总分析，委托第三方机构开展骨干企业发展情况综合评估，根据评估情况公布50家骨干企业。优先推荐骨干企业申报国家重大专项、技术改造、省产业转型升级等各类财政资金奖励项目，支持骨干企业以市场为导向开展联合重组。同时，推动上中下游企业、大中小企业建立以资本为纽带、产学研用紧密结合的产业联盟。
为推动新材料产业协调发展、错位发展，我省将提升济南都市圈、半岛城市群等重点区域的新材料集聚水平，重点抓好石墨烯、高性能碳纤维、稀土、玻纤复合材料、高端化工新材料、先进陶瓷、氟硅新材料、有色及贵金属、生物医用材料、新型能源材料十大特色产业基地的培育。同时，支持各市围绕人工智能、新一代信息技术、北斗、5G、超材料等有基础、有潜力、有特色、市场容量大的新材料领域培植企业，拉长产业链条，形成一批新材料产业聚集区。
据了解，本月25日起，《方案》将正式执行，最终推动到2020年底，全省新材料产业主营业务收入达到1万亿元，年均增幅高于原材料产业增幅5个百分点，主营业务收入占原材料产业的比重比2017年提高3个百分点，形成基础材料提档升级、关键战略材料发展壮大、前沿材料持续发展的新材料产业体系。
