Among them, in order to optimize, strengthen and expand the top ten industries, our province will establish coordination groups or specialized classes respectively, and rely on higher education institutions, scientific research institutions, etc. to establish10An industrial research institute.

The construction of the comprehensive experimental zone for the conversion of old and new kinetic energy in Shandong Province is taking off, and the thoughts and actions of the whole province have been unified into the decision-making and deployment of the central, provincial party committee, and provincial government, focusing on implementation, execution, and implementation. In terms of organizational structure, our province has adjusted and established the Provincial Leading Group for the Construction of Major Projects for the Conversion of New and Old Energy, to coordinate and promote major projects for the conversion of new and old energy throughout the province. Under the leadership group, there is a promotion office（Abbreviated as Major Office）Established in the Provincial Development and Reform Commission. Establish a joint meeting system, in addition to the member units of the leadership group, to attract experts and scholars from relevant enterprises, research institutions, and universities to participate and regularly study and solve problems in the promotion of major projects.

At present, the overall plan for the construction of the comprehensive experimental zone and related implementation plans and opinions have been released. According to the deployment, our province will do a good job in connecting and compiling relevant special plans in the next step, including Jinan, Qingdao, and YantaiThe "three cores" will come up with planning measures for their respective overall plans, implementation plans, and implementation opinions, and other cities and departments will also come up with relevant plans or measures. Our province will also accelerate the planning of high-end petrochemical bases, civil aviation, the construction of a national marine ecological park in Changdao, the action plan for building a strong marine province, the spatial strategic planning of Tai'an City, and the breakthrough plan for the rise of Heze and Luxi.

国家赋予综合试验区一系列含金量高、可操作性强的政策，我省在编制实施规划和实施意见的过程中，进一步加大改革创新力度。下一步，对政策规定比较明确的，我省将吃透精神，不折不扣落到实处，最大限度提高政策普惠面。对于先行先试的，我省将研究选择部分战略性新兴产业和新旧动能转换重点产业和项目，按程序先行先试临时性的期末留抵退税政策等，尽早形成可复制、可推广的政策措施。对仅点明了方向的政策，我省将研究制定具体方案，报国家批复同意后实施，同时再争取一批含金量高的政策落地山东。

高质量发展的基础在于高素质产业，我省确定重点发展“5+5”现代优势产业集群。根据安排，我省将分别成立推进协调组或专班，大力推进新一代信息技术、高端装备、新能源新材料、智慧海洋、医养健康、绿色化工、现代高效农业、文化创意、精品旅游、现代金融等十个重点产业发展。另外，配套建立产业智库，围绕十强产业发展，依托高等院校、科研机构等建立10个产业研究院。创新运用工程的推进办法，尽快构建起环环相扣、有序衔接、动态管理、追责问效的管理推进体系。

在深化“放管服”改革方面，我省将依法将部分省级行政权力事项下放或委托济南、青岛、烟台实施。再推出一批“零跑腿”和“只跑一次”事项，力争年底前占比达到全部事项的90%，基本实现社会保障和公共服务领域全覆盖。抓紧推动全省统一的政务云建设，有序组织部门各类业务系统分别向公共服务云或行政服务云迁移，年底前基本完成上云任务。

我省将进一步推动开发区体制机制创新，突出开发区经济管理和投资服务主责职能，将能够下放开发区的审批、土地、环保、执法等管理权限下放到位。精简整合和科学设置开发区管委会内设机构，实行大部门制，全面实行集中行政许可和综合行政执法，组建行政审批局和综合执法局。创新人员编制管理，建立“人才特区”政策机制。

此外，我省近期还将围绕新旧动能转换重大工程开展新一轮新旧动能转换基金推介签约、进行专项推介、加强政策解读、加强情况调度和督查考核等。
