On the morning of February 1st, the Shandong Provincial Party Committee and Provincial Government held a conference to accelerate the high-quality development of the industrial economy throughout the province, implementing the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, and locking in a "good start" for the first quarter of the province's economy.
Shandong is a major industrial province with 41 industrial categories. Industry accounts for nearly one-third of the province's economic system and is the main engine driving economic development. In 2022, the added value of industrial enterprises above designated size in Shandong Province increased by 5.1%, providing strong support for a 3.9% growth in the province's gross domestic product. As of January 31st, the operating rate of 34000 industrial enterprises above designated size in Shandong Province has reached 92.4%, and the number of enterprises operating within 4 days after the holiday has doubled.
Lin Wu, Secretary of the Shandong Provincial Party Committee, stated that Shandong should prioritize the promotion of high-quality development, place industrial economy in a more prominent position, fully and accurately implement the new development concept in development requirements, highlight high-end, intelligent, green, and clustered development directions, continuously deepen the transformation of old and new driving forces in development, deeply implement the action plan for strengthening the province with advanced manufacturing industry, and accelerate the high-quality development of industrial economy.
At present, enterprises in various parts of Shandong are working hard to tap into their potential, and the resumption of work and production is achieving rapid results. Enterprises that have already started work are unleashing their full potential and releasing their production capacity, while those that have not yet started work are breaking through bottlenecks and difficulties, striving to start work as soon as possible. In 2023, 1500 key projects will be planned at the city and county levels in Shandong Province, with a list of responsibilities assigned to individuals, especially for industrial projects worth over 1 billion yuan, which are being accelerated. At the same time, focusing on industries such as metallurgy, chemical engineering, machinery, and building materials, Shandong will roll out the "transformation of ten thousand enterprises" and "ten thousand technological upgrades" this year, including about 10000 technological upgrade projects worth more than 5 million yuan.
With high morale, we will strive to start the year and further enhance the stability and competitiveness of the industrial chain and supply chain of the main enterprises. Hou Jun, Chairman of Shandong Iron and Steel Group Co., Ltd., introduced that the construction of the second phase of the Rizhao Iron and Steel Boutique Base, with a capacity of 11.5 million tons, will be launched this year, including a first step project of 3.6 million tons and an investment of 22 billion yuan, aiming to start construction before the end of the year.
Implement the action of cultivating technology-based enterprises, striving to reach 28000 high-tech enterprises; Build major industrial innovation platforms such as seven provincial manufacturing innovation centers and technology innovation centers; Through methods such as "unveiling the list and leading the way", around 100 major scientific and technological innovation projects will be implemented, focusing on breaking through "bottleneck" technologies... Shandong proposes to unite efforts to build an innovation platform and enhance the efficiency of the scientific and technological innovation system; Concentrate efforts to break through innovative technologies and implement technical research and development projects; Concentrate efforts to cultivate innovative talents and build a high-level innovation team; Concentrate efforts to improve innovation policies, consolidate institutional support for innovation, and take the lead in innovation in economic and social development.
Build emerging industrial bases with core competitiveness around new generation information technology, new energy and new materials, modern ocean and other fields; Advanced layout of future industries such as quantum technology, aerospace information, and virtual reality... Currently, seven industrial clusters in Shandong have been selected as national strategic emerging industry clusters, and this year, the intensive development project of strategic emerging industries will be implemented.
"Focusing on the smart residential track, we will expand and strengthen the national advanced manufacturing industry cluster of smart home appliances." Zhou Yunjie, Chairman of the Board of Directors and CEO of Haier Group, said that in 2023, Haier will invest in six key industrial projects in Shandong, of which the first phase of the Kaaus Industrial Internet Ecological Park in Shanghai Cooperation Demonstration Area, with a total investment of 13 billion yuan, will be officially put into production at the end of the year.
From stable and successful opening of the industrial economy to improving quality and efficiency throughout the year, from enhancing resource utilization to optimizing service guarantees, Shandong's economic development is fully committed to stabilizing the overall market and taking on the main role, taking the cultivation of new driving forces and advantages for industrial economic development as a breakthrough point.
