On the afternoon of February 6th, the Information Office of the People's Government of Shandong Province held a series of press conferences on "Firmly Promoting High Quality Development", stating that eight vice governors of the provincial government are leading teams to conduct research on the operation of industrial economy in 16 cities. According to the plan, Shandong will establish a special incentive policy for a "good start" this year, and reward the top 100 industrial enterprises based on composite indicators such as output scale and growth rate at the end of the first quarter; On this basis, industrial enterprises that achieve a certain standard of cumulative growth in annual output value and a certain scale of new tax payments will be rewarded with a maximum of 2 million yuan per household in a tiered manner.

The first quarter is the "barometer" of the whole year. Starting well is crucial for achieving the annual goals and promoting high-quality industrial development. At the press conference, Kong Qingcheng, Deputy Director of the Provincial Department of Industry and Information Technology, stated that starting from the beginning of the first quarter, the Provincial Department of Industry and Information Technology will strengthen overall deployment and promotion. At present, the industrial and information technology system is working closely with various cities to implement policies, innovate supply, strengthen dispatch services, and help enterprises start work, resume production, and achieve efficiency quickly. Currently, eight vice governors of the provincial government are leading teams to investigate the operation of the industrial economy in 16 cities. They are adopting the "six looks, one listen, one help" approach of "observing industrial enterprises' resumption of work and production production lines, observing production raw material reserve sites, observing new growth point project construction sites, observing employees' return to work and employment security, observing the implementation of safety production, observing the operation of environmental protection facilities, listening to the first quarter and annual industrial production plans, goals, step plans, and opinions and suggestions at all levels, and helping to solve difficult problems". They are going to the grassroots, entering enterprises, and going to the front line to guide and promote enterprises to accelerate resumption of work, increase production and efficiency. In response to the difficulties reflected by various cities and enterprises in the survey and supervision, we will quickly form a work ledger, which will be fed back by the Provincial Industrial Operation Command to relevant member units for division of labor and resolution, and eliminate the obstacles that affect the resumption of work and efficiency of enterprises.

This year, the Provincial Department of Industry and Information Technology will strengthen policy incentives and guidance. Establish a special incentive policy for a "good start", focusing on key areas such as new generation information technology, equipment, chemical industry, metallurgy, building materials, textiles, and food. For those whose newly added industrial output value exceeds a certain scale and the growth rate reaches a certain proportion in the first quarter of 2023, the top 100 industrial enterprises will be rewarded based on composite calculation of output value scale, growth rate, and other indicators at the end of the first quarter; On this basis, industrial enterprises that achieve a certain standard of cumulative growth in annual output value and a certain scale of new tax payments will be rewarded with a maximum of 2 million yuan per household in a graded manner to encourage and stimulate their production power. At present, the Provincial Department of Industry and Information Technology is working with the finance department to study and formulate specific implementation rules, and will soon meet with everyone.

According to the plan, this year we will strengthen the supervision and service of the "four advances". On the one hand, around the situation of employees returning to work and production lines resuming production, 152 "four entry" work teams have implemented full coverage of factory supervision services for 34000 industrial enterprises above designated size in the province. On the other hand, organize each city to sort out the list of key enterprise projects with an expected new production value of over 100 million yuan in 2023, establish a work ledger for new growth points, and provide follow-up services throughout the year. According to the principle of "responding to needs and disturbing everything", establish a closed-loop working mechanism for problem collection, task decomposition, coordination, and tracking feedback, fully guarantee the necessary resources for enterprise production and project construction, and promote the acceleration of enterprise production.

Strengthen the incentive assessment of the park. Industrial development zones (parks) are the main battlefield for economic growth.

The Provincial Department of Industry and Information Technology, together with the Provincial Department of Science and Technology and the Provincial Department of Commerce, will implement high-quality development actions for industrial development zones (parks) around 139 economic development zones, 20 high-tech zones, and 84 chemical industrial parks in the province, providing support for high-quality industrial development, "said Kong Qingcheng.

It is reported that in the future, Shandong will focus on key development indicators such as industrial added value and industrial investment, taking into account the different development stages of various parks and regional resource endowment differences, establish a sound indicator system, incorporate it into the comprehensive performance evaluation of high-quality development in each city, establish a linkage mechanism, increase rewards and punishments, fully mobilize the development enthusiasm of various development zones (parks), and make them truly the most efficient and dynamic places.
