Liu Jiayi presides over a special meeting on deepening state-owned enterprise reform
On the afternoon of April 8th, Liu Jiayi, the Secretary of the Provincial Party Committee, presided over a special meeting on deepening state-owned enterprise reform, deeply studying and implementing General Secretary Xi Jinping's important remarks on the reform and development of state-owned enterprises, listening to the report on the deepening of state-owned enterprise reform in the province, and studying the next steps of reform measures.
Liu Jiayi pointed out that state-owned enterprises and assets are a major advantage of Shandong, and it is necessary to give full play to this advantage and make state-owned enterprises better, stronger, and bigger. Faced with the current domestic and international economic development situation, all levels, departments, and state-owned enterprises should effectively enhance their sense of urgency and responsibility for reform, resolutely implement the important instructions and requirements of General Secretary Xi Jinping, firmly grasp key issues and tackle difficult problems, unswervingly promote state-owned enterprise reform, cultivate a group of leading and pillar state-owned enterprises, and strengthen the strong enterprise formation and industrial clusters in our province.
Liu Jiayi emphasized the need to actively promote the slimming and fitness of state-owned enterprises, adhere to the direction of market-oriented reform, improve the corporate governance structure, further de bureaucratize, accelerate the clearance of "zombie" enterprises, and properly solve historical legacy problems. Efforts should be made to optimize and restructure, reduce levels, and minimize excess capital, promote the concentration of state-owned capital in the "top ten" industries and core businesses, and strive to improve enterprise performance. We need to accelerate the reform of mixed ownership and professional managers, promote the entrepreneurial spirit, and select and strengthen the leaders of enterprises. We need to implement reform measures according to the principle of "one enterprise, one policy" and take targeted measures for different enterprises and situations, break through bottlenecks and constraints, and strive to make greater progress in key areas. We need to strengthen the reform of the state-owned asset management system, accelerate the transition from asset management to capital management, focus on assessing the innovation ability, leadership ability, asset quality, environmental protection level, and safety production ability of enterprises, and promote greater achievements in the reform of state-owned enterprises in the province.
Provincial leaders Wang Shujian, Ling Wen, and relevant officials from provincial departments attended the meeting.
