The meeting presided over by Li Keqiang has decided on these matters
On April 13, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Premier of the State Council, and leader of the Central Leading Group for Response to the COVID-19, presided over a meeting of the Leading Group.
Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy leader of the Central Leading Group for the Response to the COVID-19, attended the meeting.
The meeting pointed out that we must conscientiously implement the spirit of General Secretary Xi Jinping's important speech, and continue to strengthen and refine various prevention and control work in accordance with the deployment of the Central Leading Group for Responding to the Epidemic. Dynamically improve measures to prevent cross-border importation of the epidemic and enhance targeted effectiveness. Strengthen precise prevention and control and standardized disposal, identify and eliminate potential risks of epidemic resurgence, and create favorable conditions for promoting comprehensive resumption of work and production.

The meeting requires us to focus on key areas, implement precise and effective measures, and strengthen the prevention of cross-border importation of overseas epidemics.
Continue to strictly control ports, minimize unnecessary cross-border personnel movements, and coordinate port management, inspection and quarantine, closed transportation, isolation and treatment.
According to the different prevention and control pressures of border provinces, a hierarchical organization of mainland medical prevention and control expert working groups will be organized to the front line of the border to support and guide epidemic prevention and control, construction of makeshift hospitals, establishment of centralized isolation points and designated medical institutions, and patient treatment work. Testing reagents and facilities, diagnosis and treatment equipment, etc. will be mobilized to enhance the prevention and control and treatment capabilities of border areas and port cities.
Strengthen international cooperation in epidemic prevention and control, strictly supervise the export quality of medical and epidemic prevention materials, and investigate and punish unqualified and non-standard production, as well as price gouging of epidemic prevention products and raw materials in accordance with the law.

The meeting pointed out that there have been sporadic cases in some areas recently, and community prevention and control measures should continue to be implemented, from household to person, treating Chinese and foreign citizens equally, and preventing the spread of the epidemic.
Effectively carry out epidemiological investigations and medical management of asymptomatic carriers and their close contacts.
Through the three lines of defense of community, medical institution fever clinics, and face-to-face epidemiological investigations, confirmed cases and asymptomatic carriers are detected in a timely manner, and the "four early" measures are resolutely implemented.
Seek truth from facts, publicly and transparently release epidemic information to the society comprehensively, and scientifically carry out the investigation and information release of the cumulative situation of asymptomatic infected persons.
We need to strengthen the testing and health management of people who have left Han, and quickly expand the scope of nucleic acid and antibody testing. This can not only reassure the public, but also facilitate personnel mobility and promote comprehensive resumption of work and production.
For key populations engaged in teaching, medical work, public places, transportation and other services at the destination, all nucleic acid tests should be conducted, and other populations are encouraged to undergo nucleic acid testing before leaving Wuhan.
Wuhan city should accelerate the investigation of serum epidemiology of asymptomatic infected individuals.
Individuals who have left China and hold negative nucleic acid test results or positive serum specific protective antibody test results within 7 days prior to arrival at their destination may resume work, production, and education as usual.
Individuals who have not undergone nucleic acid testing or are unable to provide positive antibody test results before leaving Han should strictly comply with the prevention and control requirements and regulations of their destination.
Intensify research and development efforts, improve testing capabilities, and shorten testing time.
