The meeting presided over by Li Keqiang has decided on these matters
On April 6, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Premier of the State Council, and leader of the Central Leading Group for Response to the COVID-19, chaired a meeting of the Leading Group.
Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy leader of the Central Leading Group for the Response to the COVID-19, attended the meeting.

The meeting pointed out that we must conscientiously implement the spirit of General Secretary Xi Jinping's important speech, follow the deployment of the Central Leading Group for Responding to the Epidemic, continue to do a good job in epidemic prevention and control in key links and risk points, and never take it lightly.
The implementation of the "four early" measures is the most effective way to prevent the resurgence of the epidemic. All types of epidemic situations involving confirmed, suspected, or asymptomatic infections must be reported and dealt with in a timely manner, and information must be publicly, transparently, and truthfully released. Concealing or omitting information is strictly prohibited.
Do a good job in medical management, epidemiological investigation, isolation and treatment of asymptomatic infected individuals, and strengthen the management of discharged "re positive" patients.
Adhere to group prevention and control, consolidate the responsibilities of all parties, and safeguard the defense lines of communities, ports, borders, and other areas.
Continue to strengthen care and concern for Chinese citizens overseas, and protect their life safety and physical health.
We will guide all localities to treat COVID-19 and primary basic diseases by classification, and restore normal medical services in an orderly manner.

The meeting pointed out that the current overseas epidemic is showing an outbreak and growth trend, and the risk of importation through land borders is increasing. Recently, the number of confirmed cases entering China through land ports has exceeded that of confirmed cases entering through air ports.
The party committees and governments of each border province (region) should take overall responsibility for preventing the cross-border import of the epidemic in their respective areas, strengthen their local prevention and control responsibilities at all levels, prepare response plans and quarantine facilities, observation sites, protective materials, medical staff, etc., and implement targeted prevention and control measures.
The country should support the improvement of laboratory testing, medical treatment and other capabilities in border areas.
Strengthen border port management and health quarantine, and implement closed-loop management for all inbound personnel at border ports.
Strictly control traffic in border areas, implement control responsibilities for border access roads and key areas, strengthen the management of personnel arriving at border villages, and implement stricter epidemic prevention measures for border economic cooperation centers, border trade markets, and exchange points.
Ensure international freight circulation while ensuring effective prevention and control measures.

The meeting pointed out that we must adhere to the combination of emergency response and normalized prevention and control, restore production order by zoning and grading, and effectively and orderly promote the acceleration and expansion of resumption of work and production.
Low risk areas should adjust and optimize their prevention and control measures for resuming work and production according to local conditions, timely sort out and cancel measures taken in the early stage of emergency prevention and control that are not suitable for the current restoration of production and life order, ensure necessary prevention and control materials and emergency response capabilities, and prevent complacency and a one size fits all approach.
Consolidating the main responsibility of enterprises and institutions, scientifically and accurately preventing the epidemic in their own units, is conducive to smoothly promoting resumption of work and production.
To implement personal protection requirements for employees, reasonable arrangements should be made for personnel flow during resumption of work and production, and unnecessary gatherings and collective activities should be minimized as much as possible.
Once an epidemic is discovered, it should be reported immediately, response plans should be activated for proper disposal, and information should be publicly and transparently released.
