On February 3, the leading group for the handling of the epidemic situation of novel coronavirus infected pneumonia in Shandong Province issued the Opinions on Doing a Good Job in the Prevention and Control of Epidemic Situation in Enterprises Resuming Work (hereinafter referred to as the Opinions). The Opinion is divided into four parts and 18 articles, providing specific opinions and requirements for epidemic prevention and control in enterprises resuming work and production in Shandong Province.
The Opinions pointed out that it is necessary to fully understand the importance of epidemic prevention and control in enterprises returning to production. At present, the prevention and control of novel coronavirus pneumonia has entered a critical stage. As employees return to work one after another, enterprises start construction one after another, production, operation, and logistics transportation activities increase, and personnel flow increases. The epidemic prevention and control work is facing some new situations, challenges, and severe tests.
The Opinion requires strict implementation of measures for epidemic prevention and control in resuming work and production, establishment of a record system for resuming work and production, improvement of the enterprise epidemic prevention and control work system, strict epidemic inspection of returning personnel, preparation of protective materials and personnel, comprehensive disinfection of the factory area, and reasonable arrangement of production plans.
Detailed arrangements have also been made on how to comprehensively strengthen epidemic prevention and control during production. Implement closed management of the factory area, closely monitor the health of employees, strengthen environmental hygiene and dining management, implement post epidemic prevention measures, strengthen logistics vehicle management, and properly handle emergency response to sudden epidemics. Enterprises should develop emergency response plans and immediately send employees who experience symptoms such as fever and dry cough to medical institutions for treatment. If it is confirmed that novel coronavirus is infected with pneumonia or a suspected case, contact the local disease control department in a timely manner to guide the treatment of relevant personnel and places, and assist in the relevant investigation and disposal.
The Opinion also requires that during the epidemic prevention and control period, a daily reporting system for the situation of enterprises resuming work and production should be implemented. Each city should report the number of enterprises resuming work and production, the number of returning personnel, confirmed and suspected cases, and other information to the office of the provincial party committee leadership group (command center) before 17:00 every day, and report major situations in a timely manner. According to the requirements of the State Council's epidemic prevention and control work mechanism, in order to ensure the supply of important production and living materials during the epidemic prevention and control period, and maintain social stability, all enterprises should seize the opportunity to resume work and production. When the enterprise returns to work and production, it shall strictly abide by the Detailed Rules for the Prevention and Control of novel coronavirus Pneumonia after the Spring Festival in Shandong Province. At the same time, with the approval of the Provincial Party Committee and Provincial Government, the following opinions are put forward regarding the epidemic prevention and control work of enterprises resuming work and production.
1、 Fully recognize the importance of epidemic prevention and control in enterprises resuming work and production
1. Accurately grasp the situation。At present, the prevention and control of novel coronavirus pneumonia has entered a critical stage. As employees return to work one after another, enterprises start construction one after another, production, operation, and logistics transportation activities increase, and personnel flow increases. The epidemic prevention and control work is facing some new situations, challenges, and severe tests. All levels and departments must resolutely implement General Secretary Xi Jinping's series of instructions on epidemic prevention and control work, firmly establish the idea that "life is more important than Mount Tai, epidemic is an order, and prevention and control is a responsibility", attach great importance to the epidemic prevention and control work of resumption of work and production enterprises, scientifically judge the situation, accurately grasp the rules, take more powerful measures and more effective means, work together and jointly prevent and control, make every effort to implement various measures for epidemic prevention and control, curb the spread and expansion of the epidemic, and resolutely win the battle against epidemic prevention and control.

Ensure effective work coordination.Persist in stabilizing enterprise production through epidemic prevention and control, ensuring epidemic prevention and control through enterprise production, and coordinating epidemic prevention and control with various economic and social work. Efforts will be made to ensure the smooth operation of urban and rural areas, epidemic prevention and control, energy supply, transportation and logistics, medical supplies, and the production of daily necessities, which are important to the national economy and people's livelihood. Establish a record system for resuming work and production.During the epidemic prevention and control period, enterprises should formulate a work plan for resuming work and production, mainly including the resumption time, the number and source of personnel returning to work, production plans, raw material procurement and product sales locations, logistics transportation, as well as epidemic prevention and control measures, etc., and report it to the local county-level epidemic disposal command office for filing.
4. Establish a sound system for epidemic prevention and control in enterprises.Resumption of work and production enterprises should establish a mechanism for epidemic prevention and control where the main person in charge is responsible for overall responsibility, clarify goals and tasks, refine specific measures, implement personnel responsibilities, establish a comprehensive and full process epidemic prevention and control ledger, and form a "horizontal to the edge and vertical to the bottom" epidemic prevention and control responsibility system for all employees from the enterprise management to the workshop teams and frontline workers.
5. Strictly verify the epidemic situation of returning personnel.企业要建立返岗职工“花名册”，实行健康状况“一人一档”管理，详细掌握每名职工及家庭成员健康状况和春节假期出行信息，全面排查是否接触外省及重点疫区来鲁人员等情况，对于从外省返鲁及与确诊和疑似感染者有接触的职工，严格执行隔离观察措施，待确认健康后方可返岗。要采取错峰返岗措施，非关键岗位人员可延后返岗，在湖北的职工暂缓返岗。
6.做好防护物资和人员配备。企业要根据防疫需要，为职工配备口罩、手套、测温仪等防护物品和洗手液、消毒水、酒精等消杀用品。要设置隔离室，购置防护服、护目镜、医疗器械等应急装备，有条件的企业可配备必要的医护人员，做好突发情况应对准备。
7.全面开展厂区消毒。企业复工复产前，要对厂区内生产、生活、办公区域进行全面环境卫生清理，特别是人员密集场所、重点设施设备等部位要进行彻底消杀，保持良好通风，防止病毒传播蔓延，确保不留死角、不漏盲区。
8.合理安排生产计划。企业要根据市场需求和生产条件，在有订单、有市场、有原料保障的基础上，科学安排疫情期间的生产计划，按需组织生产和物料采购，减少人员大范围流动，降低疫情输入风险。
三、全面加强生产期间疫情防控工作
9.实行厂区封闭管理。企业要减少厂区进出通道，在每个出入口设置检测卡口，配备门禁设施和检测仪器，落实24小时人员值守，对进出人员、车辆严格检查检测，做好信息登记，严禁无关人员进入厂区。要减少一般商务洽谈、人员来访等活动，积极利用现代信息手段开展商务交流。
10.严密职工健康监测。建立职工体温日检测制度，在生产区、 办公区、宿舍区等点位设置检测点，严格职工体温检测，对体温异常的及时采取处置措施。职工上下班尽量不乘坐公共交通工具。 企业通勤车辆要提前做好防疫消毒，乘坐人员须佩戴口罩并测量体温。赴外省出差职工返回后，要严格落实隔离措施。
11.加强环境卫生和就餐管理。企业要对所有场所每天至少消毒一次，重点区域增加消毒频次。加强公共区域通风换气，严格空调使用管理，保持空气流通。加强就餐卫生管理，保证食材安全、餐具卫生，采取分时段供餐、分散就餐的方式，减少人员聚集。
12.落实岗位防疫措施。严格落实个人防护措施，工作期间全程佩戴口罩，做到勤洗手、不随地吐痰、不乱扔垃圾，废弃口罩等防疫物品统一回收、集中处理。规范岗位工作秩序，合理安排轮岗排班，采取“小班制”模式，减少单班在岗人数，暂停不必要的会议、所有聚会等活动，做到人员少流动、不聚集、不串岗。
13.强化物流车辆管理。外来货运车辆进入厂区前，要进行消毒处理，驾乘人员须佩戴口罩并检测体温，减少与厂区人员的直接接触，货物送达后尽快驶离厂区。对运输物资视情进行消毒处理。加强驾乘人员管理，保持车辆内外清洁，及时对驾驶室、门把手等接触部位进行消杀。
14.妥善做好突发疫情应急处置。企业要制定应急处置预案， 建立统一指挥、快速响应机制，落实应急值守、情况报告、物资调配、力量调动等措施。对出现发热、干咳等症状的职工，立即送医疗机构就诊治疗。确诊为新型冠状病毒感染肺炎或疑似病例的，及时联系当地疾控部门对相关人员和场所处理进行指导，并协助开展相关调查处置工作。
四、压紧压实疫情防控工作责任
15.强化企业主体责任。企业要严格落实疫情防控主体责任和主要负责人的“第一责任”，坚持守土有责、守土担责、守土尽责，抓好企业内部疫情防控工作的组织实施和督促落实，实行24 小时值班和领导带班制度，加强疫情防控措施落实情况的巡查检查，确保信息畅通，重要情况妥善处置并及时报告。
16.落实职工个人防护责任。企业要与职工逐一签订岗位防疫承诺书，遵守相关防疫规定，如实报告个人情况，主动接受健康检测，自觉配合做好消毒、治疗、调查和隔离等应急处置措施。要通过宣传条幅、张贴通告、印发明白纸以及各类网络平台，加强疫情防控知识宣传教育，提高职工自我防护意识和能力。
17.压实属地工作责任。各地党委、政府要加强对复工复产企业疫情防控工作的组织领导和统筹协调，将企业防疫与地区防疫工作同部署、同推进、同落实。各级疫情处置指挥部要加强情况调度和工作指导，推动工作有序开展。有关部门要及时掌握企业 复工复产、疫情防控、应急处置等情况，强化责任，规范督导，密切协调配合，形成工作合力。要建立企业与乡镇（街道）、村（居） 联动机制，做好职工工作时间和工余时间的接续管理服务。
18.加强情况信息报送。疫情防控期间，实行复工复产企业情况日报告制度，各市要将复工复产企业数量、返岗人员数量、确诊和疑似病例等情况，于每日17 时前报省委领导小组（指挥部）办公室，重大情况及时上报。
