Xi Jinping presided over the third meeting of the Central Committee for the comprehensive rule of law

Beijing, February 5 (Xinhua) -- Xi Jinping, General Secretary of the Communist Party of China Central Committee, President of the People's Republic of China, Chairman of the Central Military Commission, and Director of the Central Committee for the Comprehensive Rule of Law, presided over the third meeting of the Central Committee for the Comprehensive Rule of Law on the afternoon of February 5 and delivered an important speech. He emphasized that under the centralized and unified leadership of the Party Central Committee, the safety and health of the people's lives and bodies should always be given top priority. Efforts should be made in legislation, law enforcement, judiciary, and law compliance to comprehensively improve the ability to prevent and control according to law and govern according to law, providing strong legal guarantees for epidemic prevention and control work.

The meeting deliberated and passed the Opinions of the Central Committee for Comprehensive Rule of Law on the Prevention and Control of the novel coronavirus Pneumonia Epidemic in accordance with the Law and the Practical Safeguard of the People's Life, Health and Safety, Opinions on Deepening the Comprehensive and Supporting Reform of the Judicial Responsibility System, Opinions on Strengthening the Construction of Villages under the Rule of Law, the Reform Plan of the Administrative Reconsideration System, the report on promoting the construction of the business environment under the rule of law in Shanghai, and the report on promoting the reform of the comprehensive administrative law enforcement system.

习近平在讲话中强调，当前，疫情防控正处于关键时期，依法科学有序防控至关重要。疫情防控越是到最吃劲的时候，越要坚持依法防控，在法治轨道上统筹推进各项防控工作，保障疫情防控工作顺利开展。

习近平指出，要完善疫情防控相关立法，加强配套制度建设，完善处罚程序，强化公共安全保障，构建系统完备、科学规范、运行有效的疫情防控法律体系。要严格执行疫情防控和应急处置法律法规，加强风险评估，依法审慎决策，严格依法实施防控措施，坚决防止疫情蔓延。要加大对危害疫情防控行为执法司法力度，严格执行传染病防治法及其实施条例、野生动物保护法、动物防疫法、突发公共卫生事件应急条例等法律法规，依法实施疫情防控及应急处理措施。要加强治安管理、市场监管等执法工作，加大对暴力伤害医务人员的违法行为打击力度，严厉查处各类哄抬防疫用品和民生商品价格的违法行为，依法严厉打击抗拒疫情防控、暴力伤医、制假售假、造谣传谣等破坏疫情防控的违法犯罪行为，保障社会安定有序。要依法规范捐赠、受赠行为，确保受赠财物全部及时用于疫情防控。要依法做好疫情报告和发布工作，按照法定内容、程序、方式、时限及时准确报告疫情信息。要加强对相关案件审理工作的指导，及时处理，定分止争。要加强疫情防控法治宣传和法律服务，组织基层开展疫情防控普法宣传，引导广大人民群众增强法治意识，依法支持和配合疫情防控工作。要强化疫情防控法律服务，加强疫情期间矛盾纠纷化解，为困难群众提供有效法律援助。

习近平强调，各级党委和政府要全面依法履行职责，坚持运用法治思维和法治方式开展疫情防控工作，在处置重大突发事件中推进法治政府建设，提高依法执政、依法行政水平。各有关部门要明确责任分工，积极主动履职，抓好任务落实，提高疫情防控法治化水平，切实保障人民群众生命健康安全。

Strengthening the construction of rule of law in rural areas is a fundamental task for implementing the strategy of rural revitalization and promoting comprehensive rule of law. We should educate and guide rural cadres and masses to handle affairs in accordance with the law, seek legal solutions when encountering problems, use the law to solve problems, and rely on the law to resolve conflicts, actively promoting the construction of rule of law in rural areas. To implement the reform plan for the administrative reconsideration system, optimize the allocation of administrative reconsideration resources, promote the revision of relevant laws and regulations, and leverage the institutional advantages of fair, efficient, and convenient administrative reconsideration as the main channel for resolving administrative disputes.

The meeting emphasized that adhering to the comprehensive rule of law is a significant advantage of the socialist system with Chinese characteristics and the national governance system. As the practice of socialism with Chinese characteristics advances, the construction of the rule of law must follow suit. The socialist rule of law in our country embodies the theoretical achievements and practical experience of our party's governance, and is the most basic, stable, and reliable guarantee for institutional governance. To promote the comprehensive rule of law in the country, give full play to the positive role of the rule of law in the modernization of the national governance system and governance capacity, enhance the Party's ability to govern the country and govern according to law, use the rule of law to ensure that the people are the masters of the country, adhere to and improve the socialist rule of law system with Chinese characteristics, better play the leading, regulating, and guaranteeing role of the rule of law in reform, development, and stability, build a high-quality legal work team, and gradually realize the institutionalization, proceduralization, standardization, and legalization of national governance.
