The number of listed and reserve enterprises on the Science and Technology Innovation Board in our province is insufficient, which does not match the status of a major economic province. Suggestion: 1. Implement a hierarchical cultivation project for technology innovation oriented enterprises. Shandong has a strong industrial foundation and a complete range of industries, providing valuable soil for the development of industrial big data. We should seize the window period of industrial Internet development, accelerate the development of the digital economy, and empower the manufacturing industry with industrial Internet and big data. 1、 Enhance the sense of urgency and crisis. Our province is facing extremely fierce competition and does not have an advantage in terms of time. Some manufacturing enterprise data in our province have been or are being captured by platforms from southern provinces. 坚持以侨为桥 助力双招双引

目前侨港澳企业约占国内外资企业总数的70%，投资约占我国实际利用外资总额的60%。侨商在我省投资势头好、创汇能力强、科技含量高，但在立项、融资特别是商务、旅行、就医和子女就学等方面，还存在不少“烦心事”。建议：一、重视解决融资的隐性成本和门槛问题。中小企业贷款存在隐性成本，如委托第三方机构的验证费、资产抵押评估费和抵押资产的保险费、保管费、登记费等。应设立海外华侨华人高新技术企业风险投融资平台，由政府引导基金带动社会资本。二、借鉴先进省市引侨汇智经验。江苏的“海外江苏之友”，广东出台《华侨权益保护条例》，浙江开通“为侨服务全球通平台”等经验值得借鉴。三、建立海外招引工作站。以海外华侨华人专业社团为依托，与海外知名院校和科研机构、猎头公司合作，在全球统筹建立省、市海外工作站，建立海外人才库、项目库。四、着力解决华侨华人身份证明难题。希望有关部门高度重视，抓紧研究解决措施。(单位及职务：山东省侨商会副会长，济南德炬投资有限公司董事长)
从猪肉贵看我省现代养殖业升级之路

我省是农业、食品产业和进出口贸易大省，平台经济是我省最大的短板。随着消费升级，安全食品、多级冷链食品及跨境商品市场需求空间很大，建议省政府出台扶持平台经济发展的政策办法，推动食品产业数字化转型升级、跨越发展。一、依托山东港口、自贸区、食品产业、消费市场等优势，发挥平台经济集聚效应，吸引消费回归，打造区域性消费和进出口贸易新高地。发挥人口大省、港口群等优势，在政策、税收、资金等方面为山东企业配套同等支持政策。二、充分发挥山东半岛城市集群和食品产业集群的优势，政府与企业形成合力，共同推动山东食品产业共享平台的发展。聚焦安全食品、多级冷链食品及进出口贸易产业，发挥青岛前湾港自贸区的政策高地优势，在自贸区打造现代化国际冷链食品查验通关服务、国际食品展示交易发布、跨境商品展示体验交易三大中心;在济南建立互联网、供应链、闭环金融、品牌集群四大服务系统，这将助力我省1.3万家食品企业综合经济效益提升15%以上。(单位及职务：巴龙国际集团董事长)
一名基层农技人员的酸与甜

我来自果业大县蒙阴，我们县有果园100万亩，其中蜜桃65万亩，居全国县级首位，40万农民通过种蜜桃实现小康。以前农民大多不识字，对新知识接受能力低。我们反复示范，组织农民观摩，形成了家家户户种果树的局面。现在农技推广遇到一些瓶颈。一是农技人员呈现断层。主要是因为在基层评职称难，上升空间小，留不住人。2018年省里委托农业高校为乡镇农技推广机构培养定向生是个好政策，报名非常火爆。但5年的服务期太短，还是留不住人。建议定向培养生签订10年以上合同，根据乡镇的产业需求双向选择，增加定向培养人数。二是建议对农技推广人员垂直管理，不用乡镇发工资，专心从事农技推广。三是农技推广缺少经费，有的地方没有经费预算，农技人员都是事业岗位，一般人员没有车补，影响农技人员走出去。四是运用信息网络搞推广做得还不够。五是社会化服务组织发挥了重要作用，应该大力扶持。我们要认真落实习近平总书记重要指示要求，让自己的脚上沾满泥土，把论文写在大地上。(单位及职务：蒙阴县果业发展服务中心主任)

面对全球经济的不确定性、国内经济下行的压力，新的一年怎么看、怎么办?一、市场是资源配置的决定性力量，政府发挥重要作用。企业不能躺在政府的温床里，必须有好的产品、有市场竞争力。二、企业是市场的主体。企业是创造社会财富的组织，企业家是经济活动的主体。产权保护不是一句空话，尊重企业、尊重企业家，应当成为自觉。三、信息公开。利用多种形式将可公开的政府信息广而告之，对一些重要文件、法规精准解读。四、竞争中性原则。政府对各类企业应一视同仁，不能因为规模、所有制、新与旧而厚此薄彼，不应出现贷款歧视行为。五、品牌是核心竞争力，品牌公司比一般加工企业更容易渡过难关。六、继续减税降费。民企多集中在产业链中下游，基本不具备税收转嫁能力。政府应在降低税费和企业用工、用地、用能、物流等成本上持续发力。七、专业专注，日久则事功。企业专注主业，精耕细作，稳健前行;多元化经营、分散力量，容易被拖下水。(单位及职务：山东舒朗服装服饰股份有限公司董事长，烟台市工商联副主席)

让职业教育成为“香饽饽”

我省已启动国家职业教育创新发展高地建设，职业教育蓬勃发展。但仍存在产教融合不力、大国工匠不多等问题。应抓好几个关键环节。一、让职业教育更有地位。职业院校毕业生在就业、待遇、晋升上仍受歧视，职业教育在育人标准、课程设置、综合素质培养上有差距，教育经费低于普通高等教育。政府应知行合一，抓好现有制度落实，加强制度创新。二、让产教融合更有实效。校企合作、产教融合存在“一头热”问题，名副其实的“双师”队伍匮乏，产教融合操作细则不够完善。在制定“十四五”规划时，应制定产教融合扶持政策，构建“产学研用”深度融合的生态体系。三、让职校学生更有奔头。真正以父母之心爱护职校孩子，加大对职业院校经费投入，落实职业院校用人自主权。学习德国“双元”教育模式，开发职业教育应用集成系统，打造跨学科、无边界、可视化课堂，培养高层次、复合型、创新型人才。(省党外知识分子联谊会副会长，潍坊市工商联副主席;济南工程职业技术学院党委书记，山东中华职业教育社副社长)

人工智能将对全球创新版图、经济结构以及人类生活方式带来革命性重构，应予高度关注。一、未来已在路上。2018年全球人工智能市场规模达1.18万亿美元，增长71%，预计到2025年市场规模将超过6万亿美元。欧美各国将人工智能产业置于战略地位，力图争夺主导权。二、未来会是什么样。人工智能的应用场景不断拓展，已在多个领域广泛应用。未来，人工智能将成为我们手与脑的2.0版、我们的助手和好朋友、一部分人类的替代者、我们的监督者、改变天平的制胜者。三、我们靠什么赢得未来。我省发展人工智能基础好、起势强、空间广，在全国率先制定“现代优势产业集群+人工智能”规划，用人工智能赋能产业提升，取得明显成效。下一步应从三个层面发力，在基础层，支持山大等高校院所发展人工智能计算，创建人工智能计算共享平台;在技术层，设立人工智能产业发展基金作为资本平台，支持浪潮、海尔等重点企业加快关键技术创新，做强产业链;在应用层，加快人工智能与制造业、医疗、家居、轨道交通深度融合，扩大人工智能生态圈。(单位及职务：洪泰基金合伙人)
