Li Keqiang presides over the State Council executive meeting

Further deployment in fully implementing epidemic prevention and control while strengthening economic operation scheduling and regulation to better ensure supply

On February 11th, Premier Li Keqiang presided over a State Council executive meeting to further deploy efforts to strengthen economic operation and regulation while making every effort to prevent and control the epidemic, in order to better ensure supply.

The meeting heard reports from relevant departments on ensuring key epidemic prevention materials and orderly restoring production and living order. All regions and departments shall implement the important instructions of General Secretary Xi Jinping and the spirit of the Standing Committee of the Political Bureau of the Central Committee, and in accordance with the deployment of the Central Leading Group for Epidemic Response and the requirements of the State Council's joint prevention and control mechanism, while effectively carrying out various prevention and control work, orderly promote the resumption of work and production of enterprises. The supply of key medical prevention and control materials has rapidly increased, and the overall market supply of daily necessities is abundant. Energy sources such as coal, electricity, oil, and gas have been well guaranteed. Multiple measures such as staggered schedules have been taken to avoid a large influx of people returning after the holiday. According to reports from relevant departments, it is expected that there will not be a peak travel season like in previous years in the coming week.

The meeting requires, firstly, to promote the resumption of work and production of enterprises in a classified and orderly manner. The primary task for Hubei Province at present is to make every effort to prevent and control the epidemic, while ensuring the normal operation of necessary related enterprises such as epidemic prevention and control and urban operation, and implementing the supply of daily necessities. Other provinces should classify and accurately prevent and control according to the actual situation, and most cities with fewer infections should orderly promote resumption of work and production. The second is to promote key medical prevention and control material production enterprises to reach production as soon as possible, coordinate and solve equipment, labor, funding, raw materials and other problems, strengthen precise supply-demand docking and unified allocation, and ensure the needs of frontline prevention and control. The third is to formulate a plan to organize migrant workers to return to work in an orderly manner. The main labor export and import areas should do a good job in coordinating and providing services for key groups such as migrant workers to return to work. Correct the practice of using a one size fits all approach to persuade foreign vehicles and personnel to return. Fourthly, various regions and departments should establish a special assistance mechanism for enterprises to cope with the epidemic, in order to alleviate the difficulties faced by enterprises, especially private and small and micro enterprises. Temporary support measures will be implemented through reducing rent for state-owned properties, lowering loan interest rates, deferring principal and interest payments, and improving tax reduction policies. The fifth is to implement the local "vegetable basket" and "rice bag" responsibility system, strengthen the production and supply of daily necessities such as grain, rapeseed, meat, eggs, and milk, and investigate and punish illegal activities such as price gouging in accordance with the law. Strengthen the production of spring agriculture and animal husbandry, and ensure smooth production, supply, and transportation of seeds, fertilizers, pesticides, feed, and other materials. Sixth, we will strengthen the guarantee of coal, electricity, oil, and gas transportation, and effectively ensure the normal operation of important transportation arteries and key logistics hubs. In areas with relatively mild epidemics, we should orderly restore road passenger routes, urban public transportation, and other services on the premise of epidemic prevention. Seventh, promote the early commencement and construction of major projects. Efforts should be made in various regions to accelerate the preliminary work of projects and ensure adequate support for employment, land, funds, and energy use. Eighth, pay close attention to employment issues and prevent large-scale layoffs. Encourage local governments to comprehensively utilize the surplus of unemployment insurance funds and other funds to increase support for stabilizing employment, and support localities with conditions to implement policies such as deferred payment or partial refund of social security fees. Guide migrant workers who are unable to go out due to the epidemic to participate in rural infrastructure construction and improvement of living environment. The meeting emphasized that while strengthening epidemic prevention and control work, it is necessary to coordinate and promote various tasks of economic and social development, do a good job in the "six stability" work, strengthen economic operation scheduling and regulation, timely introduce and implement relevant policies, and maintain the normal operation of the economy and society.
