Intensify financial stability support, guide enterprises and other social forces to increase investment, improve funding guarantee, achievement evaluation and talent incentive mechanisms, respect laws and tolerate failures, support researchers to focus on research without distractions, create more original achievements from scratch, and give more praise to the dedication of "sitting on the bench for ten years". We must closely focus on the key points of technological innovation in response to the urgent needs of economic development and people's livelihood. Accelerating the key core technology research and achievement transformation for industrial upgrading, and giving birth to more new industries and formats. Li Keqiang said that we need to optimize the ecosystem of scientific and technological innovation. Give full play to the role of enterprises as the main body of technological innovation, implement tax reduction and fee reduction policies such as R&D expense deduction, respect and protect intellectual property rights, and enhance the ability and willingness of enterprises to innovate. Han Zheng, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Vice Premier of the State Council, presided over the conference and said that the spirit of innovation is the most distinctive endowment of the Chinese nation and an indispensable spiritual trait in any era. A total of 296 projects and 12 science and technology experts were selected for the 2019 National Science and Technology Awards. Among them, there are 2 recipients of the National Highest Science and Technology Award; There are 46 the State Natural Science Award, including 1 first prize and 45 second prizes; 65 the State Technological Innovation Award, including 3 first prizes and 62 second prizes; There are 185 National Science and Technology Progress Awards, including 3 special prizes, 22 first prizes, and 160 second prizes; Confer the International Science and Technology Cooperation Award of the People's Republic of China to 10 foreign experts.
