The solicitation of major research and development needs for the 14th Five Year Plan of the National Key R&D Program has been launched

On January 6th, the website of the Ministry of Science and Technology announced the "Notice on Carrying out the Collection of Major R&D Needs for the 14th Five Year Plan of the National Key R&D Program" (hereinafter referred to as the "Notice"). This demand solicitation will explore the establishment of a new mechanism of "demand side questions, technology industry answers", and the solicitation content will provide support for the deployment of the national key research and development plan "14th Five Year Plan" tasks and the enrichment of the "14th Five Year Plan" scientific and technological innovation plan content.

The Notice specifies that this demand solicitation is aimed at the forefront of major strategic foundations, as well as fields such as energy, transportation, information technology, manufacturing, materials, space technology, agriculture, resources and environment and ocean, biomedicine and life health, social undertakings and public safety. It mainly collects major demands related to the strong country strategy proposed at the 19th National Congress of the Communist Party of China, growth points of emerging industries, high-quality development and improvement of people's livelihoods, key core technology competitiveness, and national security that urgently need to be solved through scientific and technological innovation, especially the collaborative research and development needs for specific application scenarios.

In 2014, the State Council issued the "Plan on Deepening the Management Reform of Central Financial Science and Technology Plans (Special Projects, Funds, etc.)", establishing a new national key research and development plan. Key projects are the carriers for organizing and implementing national key research and development plans, focusing on major national strategic tasks, guided by goals, and carrying out full chain innovative design and integrated organizational implementation from basic frontiers, major common key technologies to application demonstrations.

In 2015, following the principle of combining top-down top-level design with bottom-up demand solicitation, and based on a wide collection of nearly 2700 research and development task suggestions, the overall task layout for the 13th Five Year Plan was condensed and implemented. More than 60 key projects, including "Stem Cell and Transformation Research," "New Energy Vehicles," "Seven Major Crop Breeding," and "Digital Diagnosis and Treatment Equipment Research and Development," were launched successively. In 2016, the first batch of 42 key projects launched are organizing performance evaluations.

The Notice points out that in the face of the 14th Five Year Plan, the organization and implementation of the national key research and development plan will further deepen the reform of the project formation mechanism, target the major scientific and technological needs of high-quality economic and social development, highlight the strategic focus of independent innovation to make up for shortcomings, tap potential, and increase advantages, strengthen demand orientation, problem orientation, and goal orientation, effectively play the role of enterprise innovation as the main body, strengthen the overall deployment of scientific and technological innovation, give full play to the decisive role of market allocation of resources, and continuously improve the supply capacity and efficiency of scientific and technological innovation.
