The Third Session of the 13th Provincial People's Congress will open on the morning of January 18th and close on the afternoon of January 22nd, with a duration of 5 days.
According to Sun Jiangong, Secretary General of the Standing Committee of the Provincial People's Congress, in order to further improve the quality and efficiency of the Provincial People's Congress, four improvements have been made in terms of conference security: firstly, the first implementation of the press release system. For the first time, a spokesperson was appointed for this National People's Congress, and two press conferences were organized to respond promptly to social concerns and release important information about the conference. Secondly, it is the first time to organize a centralized media interview. To better showcase the performance and deliberation of representatives, relevant delegation meetings will be organized during the conference to receive centralized interviews and answer questions from reporters. The third is to organize for the first time the responsible comrades of the "One Government, Two Houses" and relevant departments to respond to the deliberation opinions raised by the representatives during the deliberation of various reports or proposals in the delegation. The fourth is the first implementation of an electronic reading system. To improve the efficiency of meetings, non confidential documents and materials will be pushed through electronic reading terminal devices, providing an effective carrier for representatives to perform their duties in accordance with the law.
In terms of meeting style and discipline, this year's conference will adhere to higher standards and stricter requirements, conscientiously implement the spirit of the Fourth Plenary Session of the 19th Central Commission for Discipline Inspection, fully implement the spirit of the Central Eight point Regulation and its implementation rules, continue to increase supervision and inspection efforts, strictly enforce various disciplinary requirements, strengthen publicity and education, enhance disciplinary supervision, strengthen organizational management, and further create a disciplined and upright meeting atmosphere.
The "one government, two houses" will provide face-to-face responses to the deliberation opinions of the representatives
The first face-to-face response from relevant departments of the "One Government, Two Houses" to the deliberation opinions of representatives is a major innovative highlight of this National People's Congress.
During the conference, relevant departments of the provincial "one government, two houses" will promptly summarize and sort out the important suggestions and opinions put forward by the representatives, and reply to them in person before the closing of the conference. Liu Zhimin, Deputy Secretary General of the Standing Committee of the Provincial People's Congress and Director of the General Office, stated that the response can be made in effective forms such as oral, written, and conference formats as needed. For opinions and suggestions raised by multiple representatives regarding the same or similar issues, or requiring responses from multiple departments, representatives can be invited to arrange a centralized response. For those who are unable to provide a clear response due to various circumstances during the meeting, explanations should be given to the representatives to gain their understanding and effectively improve their satisfaction rate.
It is reported that the provincial government has made detailed arrangements for the five links of listening to suggestions, dividing suggestions, handling suggestions, responding to representatives, and forming reports, and has put forward strict requirements. For key suggestions, the main responsible comrades or responsible comrades in charge should personally respond. When responding to representatives, in principle, the department level cadres should lead the team, and the number of responding personnel should not be less than 2. The Provincial High People's Court and the Provincial People's Procuratorate have also made sufficient preparations before the meeting.
Jiqing Tobacco delegation meeting accepts media interviews
This meeting will arrange for three delegation groups from Jinan, Qingdao, and Yantai to undergo centralized interviews. This is the latest attempt to hold an open door meeting, "Sun Jiangong introduced. Ji, Qing, and Yan are the three core areas for the transformation of old and new kinetic energy in our province, with high social attention and strong work representativeness, and have good demonstration significance. In the future, other delegation meetings will be arranged in an orderly manner as needed to receive centralized interviews, gradually achieving full coverage of delegation openness.
The interview activity mainly includes two stages. In the first stage, the reporter listens to the deliberation report of the delegation and closely understands the performance and deliberation of the representatives; In the second stage, reporters will ask questions on topics of interest, and the delegation will fully showcase the unique work of the local area to enhance communication and exchange between NPC deputies and the public. The centralized interview time is arranged during the stage of reviewing the government work report, and the centralized interview location is at the residence of each delegation. Each delegation organizes its own journalists to participate, and the conference secretariat is responsible for assisting in the work.
The press conference also introduced the handling status of representative suggestions. Since the second session of the 13th Provincial People's Congress, a total of 885 proposals have been put forward by provincial people's congress deputies (including 19 proposals converted into suggestions for handling), an increase of more than 40% compared to 2018, which is the highest number of proposals in recent years.
