2020 Shandong Province Science and Technology Awards Outstanding Achievement Transformation Orientation
Choosing the Provincial Science and Technology Progress Award, papers (including monographs) are no longer mandatory! On November 20th, it was learned from the Provincial Department of Science and Technology that the nomination for the 2020 Shandong Provincial Science and Technology Awards has been launched, and the award system has been further reformed to highlight the orientation of scientific and technological achievements transformation, guide and gather more innovative elements to meet the major needs and key links of the transformation of old and new driving forces, and support and promote high-quality development.
In China's science and technology award system, the Science and Technology Progress Award covers various industries of the national economy and occupies the majority in terms of quantity. Compared with other technological awards, the Science and Technology Progress Award focuses more on the development and application of new technologies, the industrialization of high-tech, and major projects. Wang Baoli, Director of the Achievement Transformation and Regional Innovation Department of the Provincial Department of Science and Technology, stated that starting from the positioning of the Science and Technology Progress Award, it is more crucial to measure the contribution and support of participating projects to economic and social development. In this sense, the output of a paper is only an intermediate stage of work and does not represent whether the project results can ultimately be implemented. At the same time as the mandatory requirement of "hard bars" for papers (including monographs) is lifted, the weight and review intensity of the transformation and application promotion of scientific and technological achievements will be increased in the evaluation of the 2020 Provincial Science and Technology Progress Award.
It is understood that currently in the selection of the National Science and Technology Progress Award, although the required additional materials table no longer specifically lists papers, it has not been explicitly announced to be cancelled. According to Wang Baoli's understanding, the evaluation of science and technology awards in various provinces, regions, and cities is still mostly based on traditional methods.
In our province, what has changed is not only the evaluation method, but also the reward orientation. According to the requirements of implementing the eight major development strategies supported by technology, the 2020 provincial science and technology awards will further increase the encouragement and guidance of emerging industries, with a focus on supporting technological achievements in emerging industries such as blockchain and artificial intelligence, biotechnology, innovative drugs, high-end medical devices, and modern oceans.
Technology oriented small and medium-sized enterprises are the "spark" of innovation, but due to the stage and scale of their development, they often fail to receive high-level technological rewards. Over time, this is not conducive to stimulating their innovation enthusiasm. In the 2020 provincial science and technology award selection, a considerable proportion of emphasis will be placed on technology-based small and medium-sized enterprises. Wang Baoli said that he hopes young scientific research talents can go to the front line of economic development, cooperate with enterprises for innovation, and when applying for rewards, enterprises can be the first completion unit and scientific researchers can be the first completion person, achieving a win-win situation.
In addition, in the 2020 provincial science and technology award selection, a "science popularization" project will be added to guide and improve the overall scientific and cultural quality of the public in our province, and promote the formation of a social atmosphere that advocates scientific and technological innovation.
