Innovation and Entrepreneurship Community Building a New Ecology
At the China National Building Materials Group (Zaozhuang) New Materials Industrial Park, China's first production line for biometric identification chips has been launched and put into operation. It is expected that the first phase of the project can produce 20 million biometric chips annually, achieving an annual sales revenue of 1 billion yuan. It is reported that the entire construction of this industrial park project was completed in just 10 months, and the first four projects, including China National Building Material Optoelectronics Technology, have begun to take shape, becoming the largest, highest level, and fastest project constructed by China National Building Material Science Research Institute outside of Beijing.
Supporting industrial transformation and upgrading requires a more effective innovation stage. This industrial park is not just a simple industrial project, its core is one of the first five provincial-level innovation and entrepreneurship communities launched and constructed in Shandong this year - the Shandong Inorganic Functional Materials and Intelligent Manufacturing Innovation and Entrepreneurship Community. The community is about building a brand new innovation and entrepreneurship ecosystem. "Leading the organization of this innovation and entrepreneurship community is the China National Building Materials Science and Technology Innovation Institute. Dean Zhang Zhonglun introduced that although the plaque was only officially unveiled on September 18th, the various work of the community has already been rapidly advancing. There are currently more than ten incubation projects under discussion around the layout of the industrial chain, of which five or six are relatively mature.
The innovation and entrepreneurship community is a new type of "special zone" for innovation and entrepreneurship that is "not like the four": the integration of "government, industry, academia, research, finance, and administration", the integration of innovation, entrepreneurship, and wealth creation, and the integration of research and development industries. This year, our province has launched the "1+30+N" five-year cultivation plan for innovation and entrepreneurship communities, where "30" refers to provincial-level innovation and entrepreneurship communities. The provincial finance will provide a maximum subsidy of 50 million yuan to each provincial-level innovation and entrepreneurship community based on target performance, and actively guide various cities and high-tech zones to invest together.
The first "1" is Shandong Industrial Technology Research Institute. This is an innovative demonstration model that has been determined by the provincial party committee and government to be built with the efforts of the whole province this year, and it is also one of the first 15 key projects for institutional innovation in the province. More than 20 major projects such as Qilu Satellite and high-precision pressure sensors have been launched in Shandong, and 11 high-tech industrialization companies have completed registration. It is expected that the projects will create economic benefits of over 10 billion yuan annually after reaching production capacity.
At the same time, the construction of major innovation platforms in our province is accelerating. A number of new research and development institutions, including the Ocean Science Center of the Chinese Academy of Sciences, Shandong Xinsong Artificial Intelligence Research Institute, Shandong Aerospace Artificial Intelligence Security Chip Research Institute, Shandong Zhongke Advanced Technology Research Institute, and Shandong Energy Research Institute, have started construction, actively seizing the forefront of technology. It is expected to leverage the transformation of old and new driving forces and industrial upgrading of thousands of traditional industrial enterprises. Accelerate the establishment of a market-oriented technology innovation system that deeply integrates industry, academia, and research.
Optimize the technology market and transform service results

Optimizing the technology market and transforming service achievements are urgent. The provincial science and technology department is promoting process reengineering and taking the lead in achieving "one-stop" and "zero errand" technology contract recognition and registration in China. Enterprises and researchers applying for preferential policies such as technology contract recognition and tax reduction have reduced their time from an average of 2 weeks to 2 days. In the first three quarters of this year, the transaction volume of registered technology contracts in the province increased by 28.8%, and the investment in high-tech service industry increased by 18.5%. Li Baidong, Director of the Provincial Technology Market Management Service Center, introduced that the transaction volume of registered technology contracts in our province is expected to increase by 20% this year, exceeding 100 billion yuan.
Through a full chain service innovation team and technology-based enterprises, our province's innovation and entrepreneurship environment is becoming more favorable. The recently concluded 2019 "Shandong Province Small and Medium sized Enterprises Innovation Competition Action Plan" attracted 2135 companies and teams to participate, an increase of 56.4% compared to last year. It is reported that the previous two competitions have cultivated 3000 technology-based small and medium-sized enterprises and 637 high-tech enterprises.
Seeking innovation is seeking the future. At present, there are 22142 incubated enterprises in the science and technology enterprise incubator in our province, 8215 enterprises in the national science and technology small and medium-sized enterprise database, and more than 8900 high-tech enterprises. On this basis, our province recently launched a three-year action plan for the hierarchical cultivation of technology-based enterprises, building a full lifecycle hierarchical cultivation system from incubation and cultivation to growth support and promotion. Tang Bo, Director of the Provincial Department of Science and Technology, stated that by 2021, the province aims to have 10000 national technology-based small and medium-sized enterprises in the database, over 15000 high-tech enterprises, and more than 200 innovative leading enterprises with sales revenue of over 2 billion yuan.
Accelerate the key technology of tackling the bottleneck
Concentrate efforts, focus on solving a batch of major scientific problems that are 'neck tied', cultivate and produce major original achievements, build a solid foundation for science and technology, and promote the province's advantageous disciplines to achieve 'leading' and weak areas to achieve 'catching up'. The 2019 Provincial Natural Science Foundation Major Basic Research Project has attracted much attention since its launch. Wang Hongguo, Director of the Basic Research Department of the Provincial Department of Science and Technology, introduced that a total of 17 special projects and 51 projects are currently being publicized and will soon be launched for implementation.
According to the "Management Measures for Natural Science Foundation of Shandong Province", the funding system of the Provincial Natural Science Foundation has been restructured. Major basic research will be based on the forefront of disciplinary development, focus on the major needs of the province's economic and social development, extract major scientific problems and key common technical difficulties, and carry out research and development. The funding intensity for each project is not less than 2 million yuan, and can reach up to 10 million yuan.
It is reported that the vast majority of scientific problems to be solved in this year's proposed projects come from industries and are closely integrated with related industries, with broad application prospects. Among them, there are 24 collaborative research and development projects between universities, institutions, and enterprises, accounting for 47% of the total proposed projects. The project implements a "dual leader system", leveraging the strengths of the project leader and team leader, and attracting a group of top domestic talents and teams to participate in project implementation. Among them, there are 26 projects that cooperate with units outside the province, accounting for 51% of the total projects.
At the same time as consolidating the foundation, since the beginning of the year, the Provincial Department of Science and Technology has comprehensively implemented the Shandong Province Big Science Plan and Big Science Engineering Plan, systematically sorted out the key core technologies that constrain the development of the "Top Ten" industries, and accurately organized and implemented a number of major scientific and technological innovation projects. As of now, the provincial government has invested 3.6 billion yuan in science and technology funds for 505 major scientific and technological innovation projects, driving a total social investment of over 28 billion yuan, and is expected to cultivate a number of new business models that support industrial transformation and upgrading.
