According to the Provincial Development and Reform Commission, as of the end of October, 123 provincial key projects have completed an investment of 106.53 billion yuan, of which 104 provincial key construction projects have all started construction, with an investment of 95.99 billion yuan, completing 95.8% of the annual plan and exceeding the schedule by 12.5 percentage points.

Jinan, Qingdao, Yantai, and Weihai completed their annual investment plans two months ahead of schedule. Looking at different fields, the investment completed in all three major areas exceeded the time schedule. Among them, major infrastructure projects completed an investment of 45.96 billion yuan, completing 103.9% of the annual plan; The project to cultivate and strengthen emerging industries has completed an investment of 27.77 billion yuan, achieving 90% of the annual plan; The traditional industry transformation and upgrading project has completed an investment of 22.26 billion yuan, accounting for 88.7% of the annual plan.

At the beginning of this year, our province first proposed a dynamic adjustment mechanism when releasing the list of key projects in 2019. In mid to late August, in accordance with the principle of tracking and effectiveness, adjustments were made to projects that could not be implemented due to significant changes in investment entities, market demand, construction conditions, etc., and could not form effective physical workloads.

The provincial key projects mainly focus on the" top ten "industries, real economy, private economy and other fields. Through preliminary submission, selection, and approval, they are finally established and have the characteristics of a high proportion of real industry projects, strong scientific and technological innovation, and strong effective investment promotion. In the 2019 provincial key projects, advanced manufacturing projects such as new generation information technology, high-end equipment, high-end chemicals, and new energy and materials accounted for 66.7%, an increase of 4.9 percentage points from the previous year; Projects that lead in technology both domestically and internationally, break foreign technological monopolies, and fill domestic gaps account for 80% of physical industry projects.

Since the beginning of this year, in order to accelerate the construction of provincial key projects, the Provincial Development and Reform Commission has opened up a "green channel" in the approval process of project initiation, planning and site selection, land use, and construction permits, focusing on breaking through the two major bottlenecks of funds and land. In the first quarter, the construction of provincial key projects has achieved a good start, and in the second quarter, more than half of the time and tasks have been completed. In the third quarter, all provincial key construction projects have started construction.
