Recently, the National Development and Reform Commission issued a notice announcing the first batch of 66 strategic emerging industry clusters in the fields of new generation information technology, high-end equipment, new materials, biomedicine, energy conservation and environmental protection. Shandong has 7 industrial clusters selected, ranking first in the country in terms of quantity.
Strategic emerging industry cluster is an industrial organizational form with competitive advantages and driving effects formed in the field of strategic emerging industries, driven by leading enterprises, related enterprises, scientific research units, financial institutions, and other intermediary service institutions effectively gathering, dividing labor and cooperation, coordinating innovation in a specific geographical space.
The seven industrial clusters selected in our province are: Jinan Information Technology Service Industry Cluster, Qingdao Rail Transit Equipment Industry Cluster, Qingdao Energy Conservation and Environmental Protection Industry Cluster, Zibo New Functional Materials Industry Cluster, Yantai Advanced Structural Materials Industry Cluster, Yantai Biomedical Industry Cluster, and Linyi Biomedical Industry Cluster.
These seven industrial clusters have a good development foundation and potential, which is of great significance for our province to further expand and strengthen its advantageous industries, and to exert the agglomeration driving effect. The relevant person in charge of the High tech Industry Department of the Provincial Development and Reform Commission stated that strategic emerging industrial clusters will become the "transformer" to cope with changes in the international economic environment and downward pressure on the economy, and the "booster" to achieve high-quality development.
Among them, Jinan's information technology service industry cluster has more than 170 high-tech enterprises, gathering rich innovation resources and building an innovation system that combines "leading enterprises industry alliances public platforms talent cultivation industrial parks". Large leading enterprises represented by Inspur Group have continuously strengthened their ability to build industrial ecology, and new Internet platform enterprises represented by Handu Yishe have grown rapidly. A group of backbone enterprises and small giant enterprises in segmented industries continue to emerge.
The main business income of Yantai Advanced Structural Materials Industry Cluster exceeds 100 billion yuan, with leading enterprises such as Wanhua Chemical and Taihe New Materials as the core, gathering more than 200 related enterprises, covering the upstream, midstream, and downstream of raw materials, intermediates, and products in the engineering plastics and synthetic resin industry. It has become the most complete industrial base for raw materials, finished products, and categories in China's engineering plastics and synthetic resin industry.
It is understood that the National Development and Reform Commission will increase classification guidance and support for industrial clusters included in the list, and provide policy support. Support the development and growth of leading enterprises in industrial clusters, and select key construction projects to be included in the national reserve of major construction projects; Collaborate with relevant financial institutions to provide significant amounts and long-term high-quality credit support for major projects; Provide specific application quotas and investment preferences in the application of innovation platforms such as nationally recognized enterprise technology centers. At the same time, support will be provided in areas such as intellectual property services, key technology research and development, special bond financing, and the implementation of talent award programs.
The key to building strategic emerging industrial clusters is to strengthen the industrial chain, optimize the value chain, and enhance the innovation chain. The above-mentioned person in charge stated that they will fully leverage the demonstration and driving role of the listed industrial clusters, accelerate the construction of a modern industrial system with coordinated development from point to area, and ultimately form an overall advantage in industrial chain competition, promoting the continuous development and growth of new driving forces.

At the same time, research and formulate policy measures to support the development of clusters, build an evaluation system for the layout, mechanism, policies, and models of strategic emerging industry clusters with Shandong characteristics, and promote the continuous transformation of new and old driving forces.
