At the 16th China International Small and Medium Enterprises Expo, a group of specialized, refined, and innovative "little giant" enterprises received attention. These enterprises focus on the sub sectors of manufacturing, have strong innovation capabilities, high market share, and have become outstanding.
The 'little giant' also has small troubles: there is still a shortage of funds and talents, the innovation environment needs to be improved, and the service system cannot keep up. The Ministry of Industry and Information Technology will prescribe the right medicine, improve the business environment, enhance service levels, and enable the "little giants" to go further and more steadily.

The artificial intelligence fishing robot developed by Beijing Zhendi Technology Co., Ltd. in the "Specialized, Refined, Unique and New" exhibition area of the 16th China International SME Expo, which closed on June 27th, attracted the attention of many attendees.
Not only it, but also portable tethered lighting unmanned aerial vehicle systems, domestic broadcast grade 4K ultra high definition electronic news collection camera F4KNII, flexible structured color changing materials and other products have demonstrated the achievements of the first batch of specialized and innovative "little giant" enterprises in their respective fields.
占企业总数99%的中小企业提供了80%以上的新产品开发
“近期，工信部公布了第一批248家专精特新‘小巨人’企业名单，这是贯彻落实中办、国办《关于促进中小企业健康发展的指导意见》决策部署的具体举措，也是对中办、国办提出培育一批主营业务突出、竞争力强、成长性好的专精特新‘小巨人’企业的具体落实。”工信部副部长王江平说，量大面广的中小企业直面市场激烈竞争，对市场需求反应灵敏，适应需求进行创新的愿望强烈，是创新的主力军和重要源泉，占企业总数99%的中小企业提供了大约65%的发明专利，75%的企业创新和80%以上的新产品开发。
工信部赛迪研究院中小企业研究所副所长龙飞说，专精特新“小巨人”企业更是专精特新中小企业中的佼佼者，是专注于细分市场、创新能力强、市场占有率高、掌握关键核心技术、质量效益优的排头兵企业。
近年来，中小企业法律政策环境不断完善，营商环境持续优化，融资环境不断改善，创业创新环境不断强化。“开展专精特新‘小巨人’企业培育工作，是加大创新支持力度的重要实现形式之一。”王江平说。
“培育专精特新‘小巨人’企业恰逢其时。”北京臻迪科技股份有限公司创始人兼首席执行官郑卫锋说，在德国和日本，有一大批专注细分市场的隐形冠军企业，在各自行业具备很强的影响力。中国制造业体量已连续8年位居世界首位，亟须在细分市场尤其是基础零部件、基础材料、基础工艺等领域提升竞争力和影响力。
首批248家“小巨人”聚焦制造业细分领域
在“专精特新”展区，一张由浮法技术工业化生产的超薄玻璃，吸引了不少参观者。“超薄电子触控玻璃只有0.12毫米，薄如蝉翼，不仅透光率高，而且韧性好，被弯曲成环状也不会折断。”蚌埠中建材信息显示材料有限公司总经理助理李俊峰告诉记者，这款超薄玻璃可以用来生产折叠屏手机面板上游的关键原材料产品——超薄玻璃基板。
“首批专精特新‘小巨人’企业聚焦制造业细分领域，主要呈现三大特点。”工信部中小企业局局长马向晖说。
一是集中在制造业细分领域。248家企业涉及制造业、软件和信息技术服务业等5个行业门类中的通用设备、专用设备、汽车等51个领域。这些企业长期深耕于产业链某个环节或某个产品，从事特定细分市场时间均在3年及以上。其中，95.16%的企业集中在制造业，专用设备制造业、电气机械和器材制造业等7个细分行业占比达60.89%。
二是关键领域补短板，体现创新优势。96.37%的专精特新“小巨人”分布在产业技术基础领域、核心基础零部件(元器件)、关键基础材料、先进基础工艺领域等“四基”领域。上述企业平均研发投入占销售收入比例达7.0%，其中91.12%的企业设有国家级或者省级研发机构。
三是体现地方特色，有利于积极改善民生。从区域分布看，东部地区占52.1%，中西部地区占比47.9%，其中，中药、乳制品、食品加工等企业已经成为地区优势产业和特色支柱产业，在增强区域经济活力、促进吸纳就业方面发挥了积极作用。
进一步提升创新能力和专业化水平
“近年来中小企业在技术创新、管理创新、商业模式创新上取得了很大进步，但也存在推崇快速成功、热衷挣快钱、缺乏工匠精神等问题。”郑卫锋说，希望市场和政府能更多引导和支持耐得住寂寞的技术创新，鼓励企业多出有生命力的好产品。
“创新能力仍然不足，创新环境有待完善，是专精特新‘小巨人’企业最迫切需要解决的问题。”龙飞指出。
“下一步，工信部将采取务实措施，提升‘小巨人’企业创新能力和专业化水平。”马向晖说。
——提升中小企业的创新发展能力，切实保护知识产权。比如：加快建立侵权惩罚性赔偿制度，提高违法成本，保护中小企业创新研发成果等。
——完善包括专精特新“小巨人”在内的中小企业技改服务体系。利用技术改造升级导向计划，引导社会资本加大对专精特新“小巨人”企业支持力度。培育一批主要面向中小企业的系统解决方案供应商，为中小企业技术改造提供技术支撑。
——建立完善专精特新“小巨人”动态企业库，鼓励各地结合实际，研究制定专精特新评价体系，为精准服务提供工作支撑。
“通过梯度培育和引导扶持，在各地认定近20000家专精特新中小企业基础上，工信部计划用3年时间培育一批专精特新‘小巨人’企业。”王江平说，与此同时，还要构建大中小企业协同创新、融合发展的产业生态，推动形成大企业带动中小企业、中小企业为大企业注入活力的融通发展新格局。
