On June 6th, Li Keqiang, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, Premier of the State Council, and leader of the State Council's Leading Group for Revitalizing the Northeast and Other Old Industrial Bases, presided over a meeting of the leading group to study and deploy further measures to promote the revitalization of Northeast China.

会上，发展改革委、财政部作了汇报，内蒙古、辽宁、吉林、黑龙江四省区政府主要负责人发了言。李克强说，党中央、国务院高度重视东北振兴工作，特别是实施全面振兴东北地区各项政策以来，各方共同努力，新一轮东北振兴取得积极进展。当前是东北经济转型关键期，也是矛盾凸显期。要充分认识深入推进东北振兴在国家战略大局中的重要意义，坚持以习近平新时代中国特色社会主义思想为指导，着力依靠改革开放更大激发市场活力，着力推动经济结构转型升级培育新的竞争优势，着力集聚各类人才，不断开创东北振兴、推动高质量发展新局面。
Li Keqiang pointed out that the comprehensive revitalization of Northeast China relies on reform and opening up. We need to effectively change our mindset, increase efforts to transform government functions inward, accelerate the promotion of the reform experience of the pilot free trade zone, and strive to be at the forefront of promoting the "streamlining administration, delegating powers, and improving services" reform and optimizing the business environment. The country will take the lead in conducting a trial evaluation of the business environment in the Northeast region. Each department should provide greater support to Northeast China in streamlining administration and delegating power. The Northeast region needs to implement policies such as larger scale tax reduction and fee reduction, and the government will establish a special transfer payment for Northeast revitalization to provide preferential support. We need to accelerate breakthroughs in the reform of state-owned enterprises and assets, and implement classified policies to solve historical legacy problems. Break down implicit barriers and strengthen the private economy. Make great efforts in opening up the coastal economic belt and border areas, take greater measures to open up, and create a highland of open cooperation with a focus on Northeast Asia.
李克强说，推进东北振兴要坚持以人民为中心的发展思想，切实做好保障和改善民生工作。要多措并举保持经济平稳运行，深入实施创新驱动发展战略，加快新旧动能转换，积极承接产业转移，国家将推动建立区域间产业转移税收分享机制，不断增强经济内生动力，提高保障和改善民生的能力，保证基本养老金按时足额发放，继续做好医疗、棚改等方面的基本民生保障工作。特别要全面落实就业优先政策，做好援企稳岗、转岗安置等工作，大力开展多种形式的“双创”，把就业平台打造得更宽更扎实，确保就业大局稳定，着力提升当地就业率。要创造拴心留人条件，完善激励制度，以待遇留人；强化服务保障，以感情留人；营造公平公正环境，以环境留人；打造干事创业平台，以事业留人，让各类人才安心安身安业、投身东北振兴。
李克强说，东北地区潜力巨大、大有希望，要在以习近平同志为核心的党中央坚强领导下，扛起主体责任，主动作为，敢于担当，真抓实干，抢抓机遇，奋力实现东北全面振兴、全方位振兴。
