According to the recent special meeting of the Shandong Provincial Political Consultative Conference to promote the accelerated integration of Shandong into the integrated development of the Bohai Rim region, as of now, the five cities of Jinan, Dongying, Dezhou, Liaocheng, and Binzhou have achieved a total of 72.078 billion yuan in funding for their recruitment projects. Liaocheng City organized two comprehensive investment promotion activities in the Beijing Tianjin Hebei region, signing 23 projects on site with a planned investment of 85.92 billion yuan; 41 new projects worth over 100 million yuan have been launched in the Beijing Tianjin Hebei region, with a planned investment of 22.8 billion yuan and a total of 16.25 billion yuan in completed project funds. Since 2017, Binzhou City has signed and approved 209 projects in the Beijing Tianjin Hebei region, with a planned total investment of 257 billion yuan and 137 projects exceeding 100 million yuan, achieving a total of 23 billion yuan in funds.

Promote infrastructure interconnection and intercommunication
Shandong Province focuses on major projects in the fields of transportation, energy, water conservancy, and information, and collaborates to promote infrastructure connectivity with the Bohai Rim region, continuously improving the comprehensive support system for efficient infrastructure. In the first quarter of this year, the provincial transportation infrastructure investment achieved rapid growth, with a total of 21.88 billion yuan of transportation fixed assets investment, up 24.5% year on year. The relevant person in charge of the Provincial Department of Transport stated that the next step is to fully support the promotion of the Cross Bohai Strait Passage Project, conduct research on the navigation project of the Beijing Hangzhou Grand Canal north of the Yellow River, and at the same time, fully promote the construction of the Xiaoqing River resumption project, and realize the Shandong Province's inland river to sea project as soon as possible, in order to promote the smooth and efficient development of the Beijing Tianjin Hebei and Xiong'an New Area. According to preliminary statistics, a total of 1851 enterprises in the province were included in the staggered production range last autumn and winter, including 1604 in 7 transmission channel cities and 247 in non transmission channel cities (Linyi, Rizhao, Tai'an, Weihai, Zaozhuang).
Strengthen precise and efficient docking
"At present, Shandong Province has achieved certain results in accelerating its integration into the integrated development of the Bohai Rim region, but there are still difficulties and problems." Sun Laibin said that the lack of a top-level cooperation and exchange platform, the lack of horizontal cooperation between cities, did not form a unified coordination and linkage effect of a game of chess in the whole province.
The quality of the docking project is also uneven. There are many primary industry projects and few high-end industry chain projects; there are many small projects and few large projects. Some industries included in Beijing's non-capital function relief list have low-grade and small-scale enterprises. Affected by the tightening of environmental protection and resources policies, it is difficult to undertake and transfer projects. Compared with Hebei, Shandong Province has a large gap in preferential policies such as tax sharing and mutual recognition in the same city. In the next step, Shandong Province will aim at the development needs of Xiongan industry, formulate a catalogue of key industries for docking services, and jointly build a regional industrial ecosystem. We will speed up the construction of the Xiongshang high-speed railway (Shandong section) and actively strive for the extension of the Beijing-Tianjin-Hebei intercity railway network to Dezhou.
