Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Implementation of Industry Standard Enterprise Application for Comprehensive Utilization of Renewable Resources in 2023 and Doing a Good Job in in-process and post event Supervision of Announced Enterprises

Municipal Industry and Information Technology Bureaus:

According to the arrangement and deployment of the Ministry of Industry and Information Technology, in order to implement the "Implementation Plan for Accelerating the Comprehensive Utilization of Industrial Resources" and promote the high-value recycling of renewable resources. According to the requirements of the "Access Conditions for the Waste Steel Processing Industry", "Standard Conditions for the Waste Paper Processing Industry", "Standard Conditions for the Comprehensive Utilization of Waste Plastics Industry", "Standard Conditions for the Comprehensive Utilization of Waste Tires Industry (2020 Edition)", "Standard Conditions for the Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles Industry (2019 Edition)" and relevant announcement management interim measures, the following notice is hereby issued to organize the application of standardized enterprises in the comprehensive utilization of renewable resources industry for 2023 and to do a good job in the in-process and post event supervision of already announced standardized enterprises:

1、 Application for Standardization of Enterprises in the Comprehensive Utilization of Renewable Resources Industry

（1） Enterprises engaged in the processing of scrap steel, waste paper, and the comprehensive utilization of waste plastics, waste tires, and waste power batteries in various cities voluntarily apply. Require the declaring enterprise to truthfully fill out the application form and related reports in accordance with the requirements of the standard (admission) conditions, provide detailed explanations of the compliance of various requirements, provide relevant supporting materials (stamped with the enterprise seal), and be responsible for the completeness and authenticity of the application materials and assume corresponding responsibilities.

（2） Each city should strictly verify the situation of the applying enterprises in accordance with the requirements of the standard (admission) conditions and provide review opinions (the approval documents and relevant supporting materials provided by the enterprises for project investment, land, environmental protection, safety, etc. need to be reviewed and confirmed by the relevant competent departments). For those that meet the requirements, please submit the application materials and review opinions of the applying enterprises through the Industrial Energy Conservation and Green Development Management Platform before May 15th（ https://green.miit.gov.cn ）Submit to our department and send to the department email at the same time. Also, please send a hard copy of the material via EMS. (Address: No.1 Shengfu Front Street, Lixia District, Jinan City, Green Development Promotion Department of the Provincial Department of Industry and Information Technology).

2、 Regarding the in-process and post event supervision of announced enterprises

（3） Each city should timely track and understand the production and operation status of announced enterprises, and regard it as an important part of strengthening enterprise supervision and management. Strengthen data review and analysis, grasp the operation status of the local renewable resources comprehensive utilization industry, implement a dynamic reporting mechanism, and feedback the "Enterprise Production and Operation Status Table" of the previous quarter to our department before the 10th day of the first month of each quarter. To leverage the leading and driving role of announced enterprises and enhance the overall level of the comprehensive utilization of renewable resources industry in the region. The operational status of the enterprise has been announced for the first quarter of 2023. Please submit it before April 10th.

（4） Each city should urge announced enterprises to conduct annual self inspections, complete the implementation of standardized (admission) conditions, and submit annual reports on enterprise development. Enterprises in the waste tire, waste power battery, and waste paper industries are required to prepare self inspection reports in accordance with the self inspection report format required by the relevant industry standards and conditions announcement management measures; Waste plastic enterprises, please refer to the annual self inspection report format in the standard conditions of the waste paper processing industry for preparation. After reviewing and confirming the self inspection report of the enterprise, each city shall submit a letter to our department before March 22nd, attaching the self inspection report of the enterprise.

We have announced the standardization of scrap steel enterprises. Please submit the annual self inspection report through the scrap steel processing industry information service platform (www.chinascap. org. cn). Each city and county (district) industry and information technology department, please register a query account on this platform, review and confirm the annual self inspection reports of standardized scrap steel enterprises in their respective jurisdictions, and submit them to our department.

（5） Each city should supervise and inspect the compliance of announced enterprises with standardized (admission) requirements, complete the supervision and inspection report before April 20th, and submit it in writing to our department. At the same time, submit the list of companies that need to change or revoke their qualifications to our department. For companies that change their names or actively apply for revocation of the list, relevant change materials and revocation application forms must be attached. For enterprises that have stopped production, relocated, lost contact, or do not meet the standard (admission) conditions, each city needs to apply for the revocation of their announcement list in the report.

（6） Our department will assist the Ministry of Industry and Information Technology in organizing spot checks on enterprises that have already been announced. We will focus on inspecting enterprises that have not carried out annual self inspections on time and those that have been found to have problems during supervision and inspection in various cities. Enterprises that no longer meet the regulatory requirements will be included in the attention list. Enterprises that have not been rectified in a timely manner or still do not meet the requirements after rectification will be revoked in accordance with the procedures of the relevant announcement management interim measures.

（7） When submitting materials such as the production and operation status table, annual report, and supervision and inspection report of our department's enterprises, each city needs to simultaneously send the electronic version (Excel or Word) to sgxtls@shandong.cn .
